If not, do s lake au nivoi(;e of your 11101103-. If vo so you The Three Requirements of a Good Investment The three cardinal requirements of every invest ment, particularly bonds, are Safety, Marketability and return. " . How do these requirements apply to the Liberty Bonds? '.',. SAFETY Behind the U. S. national debt of about 3 billion dollars .including this issue, is an esti mated wealth of 250 bill ion dollars. Our present debt per capita is about $30 as compared to a debt per capita before the war of $1G2 in France and $75 in Great Britain. Our wealth per capita is now estimat ed at about $2500, as compared with $1750 in Great Britain, $1519 in Germany arid $1522 in France. Our yearly income is estimated at about 400 times the annual interest charges on our total debt, including the present 2 billion dollar issue. MARKETABILITY United States government bonds have always commanded an immediate market even inMImes of great financial stress. They are so salable that they are known among bond houses as about the only bonds that "can bo sold on Sunday." The conversion privilege of the Liberty bonds allows the holder, without expense to him, to exchange his bonds into any new bonds issued during the war bear ing a higher rate of interest. Such a privilege makes it practically certain that in the event of the govern ment issuing more bonds, which must be sold at par, the holder of this issue will then be able to get par for his bonds. . In the event of the war ending in a reas onable time, these bonds should then sell consider ably above their present price." RETURN' In view of their safety and marketability-, it is self-evident that the Liberty Bonds, free of all taxes except inheritance tax and paying 3i per cent and perhaps more, yield a J air return. CfltoO AlltA fn SALEM, June 8. Twenty-eight counties inOregon have returned a tot nl registration of .'15,71)8. With eight counties and the city of Port land to be reported, every indication points to a total registration xvell under the estimate placed on the state by the xx'ar department. This is due partially to the fact that the population of tlie state xvus estimated at 802,'j:i9, which probably is excessive, and to the fact that, ac cording to the estimate of Adjutant General White, tlie state is nctitled to a credit of between !000 nnd 0(100 men already iu the service. - The population, as shoxvn by the 1!)10 ensns, xvus uiAibu. l'otalnd's lteglstration. Under tho xvnr department's esti mate, Portland is credited xx-itli a pop ulation of .'1(18,3!)!), xvith its quota of registration at 47,782. Portland';, rejr- istratiou, complete xx'ith the exception of precinct No. 41, totals only 18,110. With this heavy reduction irom the estimate, the states registration will he f0 per cent under the oslimalc, since in the majority of Slates the war department figures exceed' actual reg istralions.
