Xliis pivsraiii is Mibject to cliunuc,' fnp HE PniKBiau Paranoia" is tho tiki of an artile in a recent istiuo of the Maturday Evening Post by Irvin Cohh whiili nets forth in detail the observations and ex periences of the author behind the German battle line as a correspondent in the first year ol the war, and gives a graphic, glimpse of the (Jernian viewpoint. "Germany," states Air. Cobb, "is firmly committed to the belief that the acts of its kaiser, its crown prince, its government, its statesmen, its generals and its armies are done in accordance with the will and tho purposes of Clod" and by the same token, the actions and deeds ot all na tions and peoples opposed to Germany must perforce bo obnoxious to God, and hence inspired by the devil. In other words, God is a German diety not the common creator of mankind, but a special creator of Teutons the chosen people. Germans appropriate God as their own peculiar possession, and that I lis kingdom on earth is Ger many only and "His chosen people now and forever more wonid be Germans and Germans only." This doctrine is the backbone of " Kultur" and in proof, Mr. Cobb submits a mass of quotations from German au thors, statesmen, and preachers. He relates his exper ience with a "spectaclcd-author-scientist-spy," who tells how Hie false teachings start at the cradle, as follows: For forly-odd years we have boon educating our people to believe that only th roiiKli war nail throiiKli conquest could our nation achieve Its place In the sun clhowroom for Its Industrial anil its spiritual development. Germany is a Kiiint tho Riant of the universe and she must have breathing space; and only by the swallowing up ot smaller states can she got that breathing space. We siart at the cradle and at the kindergarten to teach our young people what it means to live with Russia on one side of thorn and with Krance and r.olgium and Britain on tho other. They cannot forgot for one Instant llie tnsk that lies hefore them. Thoir educators parents, teachers, pastors, nillllary Instructors, officials of every rank and every grade. pever let them forset iL." i The distrust and suspicion with which Europe views Germany was declared not Germany's fault, but, "the fear and distrust born of envy and malice among deteriorated and decaying nations" for a land which was the mother of all virtues and all benevolent impulses. This exponent of "Kultur" is quoted further: I "Clorniiiny has earned tho right to rule this hemisphere; and Germany Is going to rule It! When we have conquered our enemies, as conquer them we shall when. wo have implanted among them our own German cul ture, our own German institutions and our own German form of govern ment, which surely we also Bb.all do -they will, in succeeding generations, bo the bettor and happier for it. They will come to know, then that the guns of our fleets and the rifles of our soldiers brought them blessings in disguise. Out of the present sufferings and thoir future humiliations will spring up the 'benefits of Gorman civilization. "At first they may not want to accept It. They will have to accept it at the point of the bayonet If necessary. If It is required that those petty lessor statos should be exterminated altogether, we shall not hesitate be fore that tusk either. Tboy are decadents, dying of dry rot and degen orncy; better that they should ibe dead altogether than that tho spread of German kultur through the Old World should be checked or diverted from Us coin-so. Geography and destiny both point tho way for us, and wo Germans ncvor turn from tho duties intrusted to us by our God and our Kaiser!" At the time, Mr. Cobb states, he diagnosed this bigotry as evidence of egomania, possibly confined to a few hundreds or a few thousands among the Germans but in (he light of what has since happened, we all know that the disease affected a whole nation and that even the certainty that the program cannot be carried out until the world is a vast graveyard, has not served to operate as a cure. The dream of German militarism is to Prussianize the world America included, and any and all moans are sanc- lil'ied to this end. For forty years Gorman militarism lias schemed and planned wilh this result in view and German life beginning at the cradle, has been maniacally distorted. The only cure for Kultur is to crush it, by superior force. Civilization cannot endure half Prussian, half free. Hence we find most of the nations of the world leagued together to smash Kultur for only thus can there be any peace in the world for any nation. The fate of the United Wtates would be (he fate of lielgiiiin and Prance, of .Serbia and Rumania if l'russianism triumphs. America will be invaded and broken as ruthlessly as J.elgiuin, and as little mercy shown, if Germany emerges victorious. Among quotations from German leadei-s of thought cited by the author is the following from Fran. Pliilippi, the poet : "Koriuorly Gorman thought was shut up In her corner; hut now the world shall have Its rout out according to German measiiro and, as far as our swordH flash mid German blood flows, the clrelo ot t lie earth shall eomo under tho tutelage of German activity." llerr t'J. Saze, a prose writer, says: "The Germans are first before tho Throno of God Thou couldst not phieo the golden crown of victory In purer sands.'' The KVv. II. Kranoko, well-known pastor of the city of 1iegnitz, in a volume of sermons, says: "Gdrmuny Is precisely Who would venture to deny It? tho represen tative of the highest morality, ot the purest humanity, o( (ho most chas tened Christianity." , The Rev. Walker Loliniar, of llaiuberge, llolstein, pub lished a book of war sermons under the title "About tho German God." "This menus (hat we go forth to war ns Christians, precisely as Chris tians, as we Germans understand t'lirlsliiiulty: il menus that we have (lod on our sido. . . Can the ItiisKlans, the l-'rench, tho Serhiuns, the Kngllsh. say this? No; not one of them. Only we Germans can say It. If God Is for us who can lie against us? it is enough for us to he n part of God. , A nation"- Germany "which is God's seed corn for tho future. . . Germany Is tho center of God's plans for the world. . . . That glorious feat of arms forty-four years ago". the luilllo of Sedan "gives us courage to hellovo that the Gorman soul Is the world's soul; that God ami Germany belong to one another." "Oh, that the German God imiy permeate the world! Oh, Unit the eter nal victory may blossom before the God of the German soul!" ic. Doctor, of Heilin, savs in llerr l'astur .loh. Rump, a pamphlet : "A corrupt world, fetterod In monstrous sin, shall, hy the will of God, he liealett by the German nature. .. , Ye" tho Germans "are tho chosen generation, the royal priesthood, the holy nation, the peculiar peo ple." Many similar quotations couud be made, but those are sufficient to show the viewpoint of Kultur and show llie effect of the philosophy of Iteruhardi and Troitsohko upon the nation which conceives itself sanctified to cure the ailments of t he world. America included, by Prussian izing it with the sword, poison gas. and the submarine. ( '(including, M r.
