As a msiilt, however, we see congress unable to realize that (lie nation is at war, unwilling to follow the president's lead, and haggling over trifles and politics as the danger to nation and allies hourly grows, hvery moment that congress wastes in needless discussions, delays the war just that much longer. One of the reasons advanced in the senate for refusing to pass some of the measures the president has declared essential, measures drafted upon the experiences of Euro pean belligerents and approved by allied representatives, was that the president had neglected to ask some of the senators to fit lend (he while lionise reception to (Jeneral J off re 'f Which indicates plainly the character of some of our statesmen. AVhile congress has talked, the president has formulat ed, with the assistance of manv national boards, complete programs for financing the war, for imperative increases in army, navy and shipping, for controlling food supply, tor increasing munition uiauing and tlie co-ordinatioirand mobilization of industry. These programs have all been presented to congress, but final action still awaits the waste ol words. An far as executive action can go, the United' States is co-operating fully in every way with the allies. We arc represented in the war council of Europe and their war missions are in daily consultation here. An army is in preparation for the trenches of France. Preparations are under way for combatting the submarine menace. The ship yards of the nation are at work to make good U-boat de struction and a campaign has been launched for increasing food production. A mission is being sent, to assist democ racy upbuild Russia. Only congress dallies with vital is sues us the golden moments fly. The war is a national, not a partisan affair. Congress accuses the president of not taking its members into con fidence. Why should he, when his plans find the nation's plans are betrayed by them, Why should he, when the leading members ol both parties have injected petty poli tics into matters of international import? How can he when the leading member of his own party, who head important committees, have neither breadth'of vision or patriotism enough to support administration measures. The United States is to strike, and strike hard, if the administration plains are carried out. The object sought is world democracy and permanent peace by the elimina tion of autocracy. The war is destroviinr old world nolit ics and new world polities will henceforth control The entrance of the I'nitcd States into the war marked a decisive hour in the history of the human race its ob ject is to prevent a reversion to barbarism by insuring the progress of civilization. And it was due to the realization of the fact that civilization itself was in peril, that caused the president to alter the nation's historic course, and for iill time its traditional policy of isolation, and become a controlling factor in the life of the world. A time of emergency is no time to ipiibble about trifles. A fire department cannot consult ordinances and the I'nitcd States, in endeavoring to save civilization, cannot fritter away the precious minutes in consulting precedents or airing petty persoiialit ies of politicians. The war must be brought to a victorious finish, lest militarism and kai sorisui survive to endanger present day civilization bv decay as militarism and Caesarisni rotted the civilization of the Roman empire.
