LONDON, April 17. The news ot tho successful opening of the, new British offensive has stirred high hope among the people throughout the country. Whatever tho enemy may have claimed as to tho retreat in tho Sonime sector having heen pro- aranged and strategical, it is contend ed that their recoil before the blow cMlvered in tho Arras-Lens region cannot be explained away in any such manner. It is urged that there is no possible voluntary element In this re- tirement and that there can be no dispute as to who took the initiative. A new chapter In tho conflict on tho western front has begun and "Whether or not it is to prove the be ginning of a declslvo battle it is bound, according to the prevalent opinion here, to lead to results of the highest importance. The main fea ture of the battlo thus far. on which attention has been focusscd, Is the capture of Vimy Ridfco. Tho im menso valueof this series of heights which dominate the plain from au duration of 400 to 500 feet has been recognized throughout tho war and great sacrifices have been regarded as justifiable if they resulted in its pos session. Otis iit.l'.avy crit ic, commenting on the present liatl'o thus describes the Importance of the Vimy heights: "They are admittedly tho bastion of the enemy's western line. What ever else has been allowed to go he hold Vimy ridge with grim resolve and lavished upon It all tho arts in fortifications and dofenslvo skill that the war has taught liin Upon it 1 hinges the whole strategy of the en emy's retreat In the west. With Vimy firmly held ho can swing his line further south slowly back, until each part of It reaches the position where ho has a mind to stand and he can cover the French industrial districts upon which he depends much for sup plies. . But with Vimy gone, tho de fense of these districts can hardly he maintained. Tho pivot of the whole retreat shifts and goes backward and is in instant risk ot fracture." Issue Depends oil Holding;. Tbo issues depending upon British ability to hold tho ridge are there fore immense. At tho moment there is nothing to suggest a doubt that the rldgo will bo held but tho batlle is still fiercely continuing and thero Is little disposition hero to indulge In confident predictions. Nevertheless tho opinion is expressed that if the Germans are definitely driven from tlio ridgo without hope of reattach ing, they are likely enough to be com pelled to acknowledge defeat and re tire to what is called tho Meuse line, running from Verdun through Mcz 4 lores, Maubeuge and Lille. In the meantime tho fighting goes on over a front of about fifty miles, t roughly, from Lens to St. Qucntin tbo core of attack being around the north of Arms. As far as Informa tion goes everything is going well for the British and justifies their san guine hopes but the comments today FMioraily includo a warning not to al "uv these hopes to run too high. The enemy is known'to have great re serves at hand and an Iron compul , slon binds him to mnko every effort to avoid defeat. The papers warn the country that It should await tho event In a spirit of sober expectation and that It is not tho time for exhubcrant boasting. MEDFORD BAND DISBANDS AFTER SUCCESSFUL YEAR After a year of excellent work un der tho capablo direction of Director It. O. Rowland, the Medford band at I n meeting Inst night derided to dis ' band. Without Mr. Rowlands ser vices and with no financial support t!ierc seemed to be no way by which the organization could be continued. During the year tho band gave 21 free concerts In the city park and five xira concerts, the quality of the music presented being superior to that of any similar organization In tho history of the city. E Provisional Government Issues Proc lamation Directing Attention to the Grave Danger of Invasion Re nounce All Ambitions of Territor ial Aggrandizments. PETROGRAD, April 10. The pro visional government has issued a proclamation directing attention to the grave danger of a German effort to deliver a decislvo blow at Russia and the necessity of immediately con centrating an of Russia's forces for tho defeat of the enemy. "The provisional government," says the proclamation, "feels (hat it has no right to hide tho truth. The state is in danger and it Is necessary to cm ploy all our powers to save it. The old regime left Russia In a sadly dis organized condition, and especially in the matter of finance, food supply, transport and munitions. To Ift'palr Old Regime. "The provisional government will devote all Its energies to repair tho series consequences of tho old regime. The blood of many sons of the fath erland has been shod freely in the course of these two and a half long years of war but the country still is capablo of a powerful blow at the en emy who occupies whole territories of our state and is now in the days of birth of Russian liberty threat ening us with a new and decisive thrust. 'The defense, cost what it may of our national patrimony and the de liverance of the country from the en emy who invades our borders consti tute the vital problem before our warriors who are defending the lib erty of the people in close union with our allies. No Lund Domination. 'The government deems it to be its duty now that free Russia does not aim at tho domination of other na tions, at depriving them of their na tional patrimony or at occupying by fnrco fnrpiirn territories linr thill Hk obicct is to establish a durable neace ' on rights of nations to docido their own destiny. 'Tiie Russian nation does not lust after the strengthening of its power abroad at tho expense of other na tions, its aim is not to subject or humilfato anyone. In the namo of the higher principles of equity, it has removed the chains which weighed upon the Polish people but -the Rus sian nation will not allow Its father land to come out of the great strug gle humiliated and weakened In its vital forces. These principles will constitute the basis of the foreign policy of the provisional government which will carry out unfailingly the popular will and safeguard the rights of our fatherland while observing the engagements entered Into with our al lies. State In Danger. "Tho provisional government of free Russia has no right to hldo the truth. Tho state is In danger. Kvery effort must be made to have it let the country respond to the truth when It Is told, not by sterile depressions and not by discouragement but by unanimous vigor with a view to creating n united national will. "This will give us new strength for the struggle and will procure our salvation. In this hour of rude trial let the whole country find in itself strenglli to consolidate the liberty won nnd devote Itself to untiring In bor for t lie welfare of free Russia. The provisional government which has given its solemn oath to the peo ple is firmly confident that with the general and unanimous support of caclrono and all It will itself be able to do Its duty to Its country to the end. The Evening News says that Lieutenant Leefe Rob inson, tho first aviator to bring down a Zeppelin In England, Is reported missing. ! Lieutenant Robinson earned the Victoria cross and became a popular hero In England last September by shooting down a Zeppelin at a height of 10.000 feet. The Zeppelin, which was taking part in an attack on the London area, was brought down In flames nt Cuffely. The lleutennnt Is 21 years old. GERMAN Sf-i. Harmon, for merly a resident ot Medford, mado the altar and chancel as perfect and complete in its symbolism as any church in Oregon. Tho Canadian Pacific liner Kmpress of Russia on her last trip to Vancouver from the Orient brought 2500 Chinese coolies, men of fine physique, for service with the entente armies In France. It Is said that many more coollos will be brought to Vancouver to bo shipped by rail to the Atlantic coast and thence by ship to France. These men are not to be used as sol diers, but as army laborers. They will be especially valuable In making trenches. Early In tho war the French exper imented with Chlneso from Saigon as employes In munitions factories, nnd found their work satisfactory. Tho men wont to Franco under contract, and tho Frouch government provided for their families and contracted to return them to China nt the end of a stipulated period. Thero was a cru- sado in China, alleged to have boen Instigated by Germans, against Chi nese being permitted to go to Etiropo for service with the allies, but tho Chinese government took no action. It was predicted, when China broke relations with Germany, that tho Chlneso government would encourage the uso of Chinese laborers by tho allies. SEIZED OFF GEORGIA ATLANTA, Ga April 10. A boat manned by a Gerinnn-spcnklng crow nnd carrying moro thnn 500 gallons of gasoline was captured a few days ago off the Georgia coast and taken to Fernnndlnl, Fla., according to a lotter received here by Charles S. Amow, stato game and fish commiss ioner.
