Villa forces were defeated at Mapula, 20 miles south of Chihuahua City, yes terday afternoon by Carranza troops In command of General Francisco Murgulit, accordlsg to unofflciul but reliable reports received here today from Chihuahua City. All reportB of fighting within the city were de nied today. Mapaula was the closest point to which Villa forces penetrated yester day, It was said. At military head quarters It was said no messages had been received from the state capital today and this was taken as an Indi cation that there was no fighting In progress near there. Freight and express matter is again being sent south from here. The defeat of the Villa troops at Mapaula yesterday, following the fighting between Mapaula and Tia chiiuba canyon Sunday and Monday was believed here to have prevented Villa from carrying out Mb announc ed plan of attacking Chihuahua City with IiIb entire force early today. An iincomfirmcd report was receiv ed hero today that General Joaquin Aiuiira with 4000 troops had arrived at Chihuahua City from Torrepn to reinforce General Murgiila. CANADA TO TAX TO KONTO, March 28. A head tax of $S on all travelers entering the United States from Canada, said to be under consideration by the dominion government, was discussed at a meeting of Canadian railroad offi cials at Niagara Falls yesterday. Tho new tax would become effective after May 1, It Is understood. The money Is to be refunded on the traveler's return to Canada, SALEM, Ore., March 38. An ap peal for Oregon citizens to "impugn no man's patriotism until positive he is not conducting himself as n loyal American citizen," was issued here todny by Governor James Withy- eombe. "J most earnestly implore the peo pie of Oregon to refrain from discus sion of loyalty of any of our citi Zens," the statement continued. "Un founded rumors in these strenuous times may prove extremely disastrous to the best interests of uny commun ity. This is a time for sober thought und guarded words. "In every heart should be, a fer vent prayer to Almighty God Hint this impending crisis may ho averted, but if it must come we must meet it ns patriotic American citizens."
