IfEBPORT) MATE TRTRTJNTO, MTTDFOTvD, OTiECOy, TITT'TJRDAY, MATvOTT 1.'). 1017. PA HE SEVEN WASHINGTON, March 15. lnfor imt t ion which former Ambassador Gerard has luiil before the state de partment refutes various statements that Germany might be contemplating nllering her campaign of ruthlessiicss to avoid war with the United States. From evidence Mr. Gerard has brought and that (fathered from other sources, l'resident Wilson and state department officials expect Germany is fully determined to continue sub marine warfare in violation of inter national law in spite of the fact that such a policy would lead to war with the I'nited States. President Wilson will continue with his plan of putting the I'nited States in n stale of armed neutrality and this state will continue until Germany forces an mined clash with an Amer ican lerehnntuitin or until Germany nlinwions ruthless submarine warfare. Mr. Gerard called at the state de partment today and amplified his re port of yesterday. J lie lonner am bassador will probably remain here --fliujil lute tonight or early morning and will see President Wilson before his departure for New York to attend a public reception. CONTINUAL WAR WAGED. (Continued From Page One.) EAGLE POINf EAGLETS By A. C. Howlett country in Colombia and strife in Central America. The government now has evidence that Germany, after forgoing a big machine in this country to deal with Hindus, dropped this phase of its ac tivities, and determined to uso its or ganization in a blow at the United States, especially in Iho Panama ca nal zone, Guam, Hawaii, and the Phil ippines. In an endeavor to keep down war feeling, the government has never revealed one-tenth of tho information its agents have gathered. Some of tho most Important docu ments were secured when secret ser vice agents swooped down on an of fice t GO Wall street and arrostcd Wolf'on Igel, April 1!) last year. At the same time they grabbed seventy pounds of papers which von Igel was getting ready to ship to the German embassy. Vnclo Sum Has the Goods. This coup excited Bernstorff more than anything that happened during his toner stav in tills cnuntrv. He ro- ; peatedly made demands upon the ,i government for the return of the doc uments in toto and he also asked for ;' the releaso of von Igel, on the ground that he was an attache of the embas sy and therefore Immune from ar rest. Von Igel, who was afterwards indicted for part in a criminal con spiracy, was later allowed to leave the country with Dernstorff, but the 70 pounds of German papers are still safe In the hands of Uncle Sam As a result of Teutonic activities in tht country, two things have hap pened. First Diplomats have been sent home. Second Other agents of the Teu tons have been indicated and many of them convicted. SEATTI.K, Wu., March 13. It was generally understood about town lust September, testified W. H. Pie- low, a transfer man, in the so-called whisky graft trial today, that money had been passed from the llilllngsleys to Mayor Gill. The public's Infer ence, according to the witness was drawn from the cessation of arrests of the Billlngsleys, the dropping of the salts against them, the return of their seized papers. "Everybody knew the mayor was not doing this out of love for tho llilllngsleys," said the witness. Wit noss said the date of the transaction was not generally known but rumor placed the amount ef money ai $7500. The defendants In tho case, bo side Mayor Hiram C. Gill, are Chief of Police Charles L. llocldnghum, former Sheriff Hubert T. I lodge and City Detectives Peyser, Poolman, Doom and McLennan. Pielow, who did tho hauling for tho llilllngsleys last autumn. Is a witness for tho prosecution and was unuor cross examination. Ho was questioned today regarding tho meet ing of Chief Heck Ingham, Fred Ulll ingsley and himself at the Star Car riage works one afternoon last Sep tember when a truck load of whisky belonging to Ed Margott, a rival liquor seller, was seized. Fred 13111 ingsley, witness testified, paid the chief $i;uo for the seized whisky, handing him Sir. Oil In I, ills in a se- luded place near the carriage works. "lie pooled the bills off the roll," said tho witness today, and then showed the jury how tho bills were peeled," and turned over to the chief. After this transaction, he said, Fred Uillingsley went away, and itness took the chief, in his machine, to the railroad yard, where a carload of whisky belonging to a rival Im porter was being unloaded. He un derstood that this liquor was seized then sold to the Hlllingsleys. After showing the liquor to the chief he beat it," as there were many people about and ho did not wish to bn seen there with tho chief. TODAY'S MARKETS WAR MINISTER RESIGNS. (Continued From rage One.; just established an orpinizaiion whic answers, in principle ut least, to most ot your requirements. To beuin such a discussion, I thouuht and still think is dangerous, but it' 1 Ufrrced to it, it was because it wns most distasteful lrne to (five the uppea ranee of shun ninif it. I believe there are thins. which must not be spoken. You will permit me not to follow von into tech nical questions because even in secret session my responsible opinion is that it would expose the national defense to risks." At this point the general was inter rupted by a tumultous outbreak. Our- inn brief lull Paul Dcschanel, pros ident of the chamber said: 'It must not lie inferred from cer lam words spoken here that the chum iicr nns not t no right to discuss m secret session every! bin;; concernim; the national defense.'' General Lymitey did lint seem nimersiunci what the troulile was about, lie wished to continue the rending of bis speech but the uproar Derail again, louder than ever. lie finally .jiive op and left the tribune.
