aid for forest reserve roads. Without state aid, at a cost

possible for Oregon with a magnificent highway-over the
Siskivou mountains.
Tiie personnel of the state commission is all important,
in that it will have the direction of the expenditure of state
funds, including the proposed $(i,000,000 bond issue. The
program outlined calls for the construction of roads cost
ing several times the $0,000,000 available before comple
tion, and further bond issues will be necessary. 1 lie com
mission can, however, spend the available money where it

building ol the state, that they would cneeriuuy sacmice
their time and energy in public service for the state's de
velopment. The other t wo appointees, S. ISensou of Port
land and W. L. Thompson of Pendleton, fulfill these quali-
iicalions.
Jt is evident that, in the appointment of Jlr. Adams, die
tateel bv political! reasons, a representative, not of the en
tire state, but of a particular port ion of the state, has been

named, one who is paid oy special niteirsis to hei e ii-ci;u
interests, instead of the entire state. Such is not the intent
of the law. Nor is such an appointment likely to create
public confidence needed to make a success of the highway
program. We may be mistaken, and Mr. Adams measure
up to the full re(uirenients of the office. The state needs
all the highways proposed, and it, is up to the commission
to give all sections a square deal. "
