to be the special duty of each magis
trate, district attorney and peace of
licer of this state to inform against
and diligently pi'oseeuto any and all
persons jruilty of the violation of any
provision of this act, either upon
credible information as tn any such
violation or upon reasonable cause to
believe that there has been any such
violat ion.
"Section A. Any person, firm, as
sociation or corporation that violates
any provision of this act, is jruiltv of
a mi'-demeanor and, upon eonvietin
" thereof, said offender shall be fined
not less than ten dollars nor more
than one hundred dollars, or be im
prisoned in the county jail not to ex
ceed thirty days and, upon each sub
sequent conviction, both said fine and
imprisonment shall be imposed; ex-
cept, however, in case of corporations
the imprisonment, when imposed, shall
be imposed upon nil officers or agents
. thereof in this state committing; such
offense or causing the same to be
committed.
"Section .1. The justices of the
. peace and district courts shall have
concurrent jurisdiction with the cir
cuit courts in all prosecutions aris
ing under tins act.

offico and introduced, today by Rep
resentative Sheldon.
The bill reads as follows:
"Any district attorney, sheriff,
deputy sheriff, constable, or any po
lice officer acting within his juris
diction, and any- spcclaj agent of the
governor having p?inonal knowledge
or reasonable information that Intox
icating liquors nve being enrrled or
transported by any boat, vehicle, o
other conveyance, shall search such
suspected vehicle, Loaf, or olhcr con
veyance, without a warrant, and
without any affidavit . being filed,
and if such officer finds upon or in
the boat, vehicle, or oilier convey
ance, intoxicating liquors, he shall
seize tho same anil arrest any person
or persons in charge or such vehicle,
boat, or other conveyance, and take
such person with such intoxicating
liquor so seized forthwith, or as soon
thereafter as practical, before a Jus
tice of the peace, or any court in the
county in which said seizure is mado,
having Jurisdiction to try cases for
violation of any of the provisions
contained in Chapter 1 -1 1 of the gen
eral laws of Oregon for 1913, and all
acts nniendatory thereof, and such
officer shall without delay make and
file a complaint for such violation of
law ns the evidence Justifies."

Thomns has introduced n bill aimed
to remove useless dams and obstruc
tions from streams. The intent of the
bill is the destruction of Hie Anient
ilani, near Grants Puss, never used,
ami loni an obstruction to fishing.
Tlie measure (II. It, 3-18) reads as
follows :
"Section 1, Any structure re
straining the waters of any river or
stream, which structure is in such n
comlition of unrepair ns to be n men
ace, to life or property, is hereby de
clared to be a public nuisance. Fpoii
direction of the county court of tlie
county in which such structure is sit
uated, the county attorney shall bring
suit in the circuit court to abate the
nuisance. The proceeding- shall be
instituted as n suit in eoiiity and shall
be in the name, of sn.-li county as
plaintiff, and shall name the owner
of said structure as defendant.
"Sec. ''. If it appears from the
evidence submitted (hat such struc
ture is in such a condition of unrepair
as to be a menace to life or property,
the court shall issue a warrant di
rected to the sheriff rcquirimr him
forthwith to abate the nuisance, at
tin' exiieiisc of tl wncr, and return
the warrant as soon thereafter as
may he, with his proceedings indorsed
thereon. The expense of abating the
nuisance may be levied hy the sheriff
on the property of the defendant,
ami, in this respect, the warrant is to
be deemed an execution against nrop
erty. If the sheriff is unable to make
sufficient money from the sale upon
execution of said propcrt" the ex
penses incurred in abating such nuis
ance shall be a county charge, and
the county court shall allow and pay
the same out of the general fund id'
the county. At any time before said
warrant issues, the defendant may
have an order to slay the issuing of
such warrant, for such period as the
circuit court may deem reasonable to
allow the defendant to repair, said
siructure or to abate the nuisance
himself, upon his giving an ttndcrlak
inuf to the plaintiff in a sufficient
amount, with one or more sureties, lo
the satisfaction of tin1 circuit court
that he will repair or abate it within
the time and ill the manner specified
in such order.
SALEM, Or., Feb. 2. With senate
bill 711 pending for its consideration,
the house this morning pnssed Kcpre
senlntive Peck's bill providing for the
sterilization of the I'ccblc-ininded, in
sane, epileptienl, habitual criminals,
degenerates and perverts, n measure
similar to the senate bill, by a vote of
37 to 18, five member's being absent.
The bill is more drastic than the one
from the senate. 11 provides for n
state board of eugenics, composed of
the state board of health, Ihe superin
tendents of the Oregon and the east
ern Oregon hospitals, the feeble
minded institute and the penitentiary.
This board will have the power to hold
invest ig-nt ions and make orders.
The senate hill leaves Ihe question
to u board of alienists in the county
court, and Ihe putiinl may take an
appeal to the circuit court, but the
measure passed by the house pro
viiles for no appeal from the decision
.of the board.

road codes submitted to tlie Oregon
legislature. This new set of road
laws was introduced yesterday in the
senate by Senators Jullcn A. Hurley
of Vale nnd M'. I). Shanks of Condon.
All federal, county and state road
money available would be used in the
construction of the highways tlie bill
provides. The roads, after construc
tion, would be maintained by the state
highway commission.

Medford to the California line.
The Columbia river highway, from
Astoria east through Portland, The

The bill would increase the present
duties of the public service commis
sion as it provides for the npnoint
ment of a chief inspector nt a salary

inspector is provided with power to

vey for the Klamath river road from
