This bid was submitted with the provision that tho issue be mado a general obligation of the city, and does not tomply with the condi tions demanded. John E. Prico and Co.. offered to buy the bonds on a 3 per cent basis at par with 1 1 per cent deducted for commission and services, or the equivalent of a bid of 89 at 5 per cent. J. R. Sutherland Co., of Kansas City, offered to buy the bonds at 6 per cent with C per cent deducted for commission or the equivalent of a 6 per cent bid at 94.
