The Klvlns of an extra daily meal to 2r0.OUU HelKian school children was thv greatest accomplishiuent of the American commission for relic? in Mclium, iu t)it opinion of its enuir mau, Herbert i Hoover, who has just arrived here from Liverpool. Mr. Hoover today heKan with his col leagues to devise relief plans for another year. The extra meal consols of onlv meat hash and bread, the commis sioner said, hut it has helped greatly to Increase the attendance at school. Many children previous'ly had to re-1 main at home because their parents feared they would go hungry if al lowed to attend school. Mr. Hoover said there were 5,r00, 000 destitute persons In Holglum and 2,000,000 In France and It will take approximately $ ISO, 000,000 to fcarry on the work of the commission another year. "The situation Is far worse than It has been at any time since the war started,' ho declared. "It Is a result of n steady degeneration among the people." Only a negligible amount of busi ness Is transacted In Belgium, Mr. Hoover said. All social and intellec tual life is at a standstill, the fa mous universities are cloned and the professors either have, scattered or sacrificed their lives for their coun try. With the Inten tion of amending the chattel mort gage law respecting automobiles, Itenjaniin C. Sheldon, reijresentative from Jackson county, has introduced a bill in the .legislature, known as House Hill :!, which is deigned to prevent fraud, jet which would work no hardship except on the person at tempting to commit ihe fraud. As the, law now stands, if an auto mobile Is mortgaged and then taken from the county where (he mortgage was given and remains in another county for :J0 days, it can be sold and the holder of the mortgage will have no recourse, but must lose his lien on tlie automobile This provision of the law invite.s fraud, and such fraud has been worked in a number of cases In this state. The proposed amendment pro vides that a chattel mortgage on an automobile may be recorded In the secretary of state's office, and there by become effective and enforcible in any county In the state. "With such a largo number of automobiles being sold on part pay ment, and with a chattel mortgage taken for the unpaid balance, it be comes impossible for the dealer to watch all such machines and make sure that they are not spirited away into another county for the o0-dny period," says Mr. Sheldon.
