Tor it is political advertising designed to benefit spe cial interests, who arc making calspaws of the local sports men in order to pull their own chestnut.-; out of the fire, lint it is true also that the Iail Tribune offered to print any communication of reasonable length from the local association, which they are not fair enough to state. The Mail Tribune holds no brief for either cannerv and is not lighting their battles. Xor does it for either gilhietters or seiners. It believes, however, in a square deal, without undue discrimination. It does not be lieve in hampering and hammering institutions that pro vide payrolls and spend proceeds developing the country to unduly favor a lawless and more or less migratory- ele ment that, having no investment at stake, has no interest ot her than to gut the stream and no foresight for the future of the industry. Abolishing seining would not aid the gillnetters of the upper river, for seining operations do not begin until Jtilv lo, and the fish entering the stream then have not reached the upper river stretch when the open season ends. The number of steelheads that will be destroyed bv gillnets in the upper river during April, May and June 'will far ex ceed the number destroyed by seines iii the lower river from July 1.1 to August 13.1, when there are but few steel heads entering tlie stream. The proposed law will make conditions worse. It is true thai the Mail Tribune favored a dosed river in 1!)10, because the commercial interests insisted upon taking stcalhead, and it was believed thai a dosed river would improve angling. !ut experience, proved it a fall acy. The river was lousy with salmon, but steelhead ang ling was not improved. A valuable food product had been wasted, with the angler no better off. The closed-river episode secured what was desired the elimination of steelheads IV commercial fishing- and when the st ream was reopened, it was under terms dictated bv those who had been instrumental in closing it and the .Mail Tribune still believes iho law of 1!H:i ideal from the anglers' view point. Mr. Iluffiiigslou says: " 1 do not believe there is a man in Curry county today who believes Kogue river should be dosed to all forms of commercial fishing or who thinks such action would be right or just." Neither do those in other counties who understand the situation. We believe that the changes in conditions al the mouth ordered by the State Fish and (iame association will bring beneficial re sults and should be given a fair t rial but we doubt if anv possible conditions will make the best angling in the upper ..gueas long as wc hae dry seasons and low water, and leave irrigation dii-hcs unscreened to waste. more trout than hatcheries can turn out.
