"The French government has been Kent a note indicating the terms within which tho answer must lie given to affect thut all prisoners of war in the districts of operations must bo transported at least thirty k factors behind the firing line; that they must be assembled in well equipped camps and put on a footing of equality with French prisoners of war in Gernuiny with regard to their treatment, mail service and visits by representatives of neutral embassies. It was announced in case of a refusal several thousand French prisoners of- war will be transported behind the German front into tho firing zone nnd submitted to the same conditions as tho German prisoners of war be hind the French front. "As tho French government had not answered at the end of the time Ret, January 15, 1917, it Is an nounced that the reprisals will now be carried out.
