The Manches ter Guardian says Ihe reply of the allies to President Wilson Is "a bold ly coucelved statement of the posi tion of the allies, which goes a long way towards sat i:-fying President Wilson's request for information as to the specific reasons for continuing the war." The note is conceived in a wholly different spirit from Germany's re ply, according to the newspaper. It believes the reference to the rights of all peoples, small as well as great, to security from great powers refers especially to the vital need of Rus sia for free use of the passage to the Mediterranean through the Darda nelles, as well as tho corresponding need of Serbia and Montenegro of fre access to the Adriatic. This newspaper sees the final breakup of the Ottoman empire in the demand for the expulsion of the Turks from Kurope and hsks: "Would Americans, who have watched with horrors the massacres of which the Turks have been guilty, think that would lie a misfortune to tho world?" The article concludes: "The allies put their alms high. They are perhaps the maximum rath er than minimum terms. But the al lies are careful to state that the ruin or political destruction of the Ger manic powers forms no part of their objects which Is as it should be. One thing we miss, nnd that .Is a clear statement that they look forward to the American proposal of a league to enforce peace as an essential part of the guarantees for tho future which are to be included In the con dition of peace but this may be im plied and we trust It is Intended." Commenting on llui speeches of Premier I.loyd tloorse nnd Chancellor of tho Exrhe- iucr Hon ;i r Law In the tluild Hull yesterday on the repky of the entente allies to President Wilson and on the note Issued hy the central powers to neutral countries, the Westminister fiazette says it is an advantage to see these events grouped together nnd to ho ahle to weigh their relations. Inferring to Premier Lloyd ('eoi'Ke's statement that the Rome conference, the Tall Mall (iiizette sayH : "The note should he a hroom to sweep away many cobwebs. The pas sages which out lino the resettlement of Kurope are of the most supreme interest. There has-been no more momentous nnnounoemnt for a hun dred years. It Is a proclamation that will make the world's pulse bent faster and put fresh enthusiasm Into the soldiers of freedom." 1 The (Ilohe says: "We are sure the Herman peoplo will receive the note In a spirit of welcome, and that now the (entente) allies' objects are known, their lous ing for peace will be more than ever manifest. The Hermans now know that none of tho nllies dreams of that i extermination of which they have i been taught to expect. What has the individual Herman to lose hy accep tance of the allies' terms? Such re organization will enable him in com mon witli the rest of Kurope to live in security and peace," i The Westminister (iazette says: "These words, we may feel sure, were carefully weighed and they mean (hat though In our opinion we can prevent the enemy from winning his victory, it is yet to he proved whether we can win ours."
