The man with 1KX) acres who cultivates fifty, tlie man with ."iixi who cannot make it pay ami endives in other en terprises to make :i living, tin; man with Ml acres who scratches out a meaner existen' on a 'portion of it fought the district plan. They would take water, tlu-y say on ahout two acres apiece. The men who sold portions of their farms at inflated values, then ot.thein hack ly lnrec.sure hecause the jiur chaser could not make a living without vatcr also op pose irrigation, hoping to do the same tiling a'ain. The man who is content to eke nut a hare living with a minimum of effort, who does not want water and thinks it an injustice to he forced to better himself, also opposes' irrigation of any kind because it would make him work. Irrigation calls for intelligent farming,' of which there is very little in the valley. Irrigation calls for silo.s. for crop rotation, for diversified production, for siiijar beef factories, for canneries and similar industries. To realize on the cost of tlie water, it would no longer be practical to plant one crop sixty years in succession and exhaust the soil as is done today., Irrigation would mean the subdivision of the larire farms and the support of many families instead of one. It would mean economic and industrial revolution. District, irrigation would mean that all the land owners share in the cost of the benefits without impairing their title or rif;ht to nioi ta L'e their property, a right lost under private contract for water. It means that the dis trict owns the water, and not a private corporation, whose failure jenpardixes the water. It means cheap water at minimum cost. The fijrht for irrigation is not ended. It has only begun. Unless a suitable plan for irrigation is at once furthcoming from district opponents, the effort for the creation of a district should lie renewed with a vim and vigor that will spell victorv.
