Under the district plan a farmer can buy or build a ditch and own It nnd know what bo Is getting. They can employ counsel und seo that they get a good title to what they buy and can employ engineer to estimate costs and nee that ditches and dams nro constructed according to speci fications. At first the government was bitterly oposed by the owners ' of private ditches, es pecially tho largo lund owners pro tested.
