Crawford of the California National hank of Santi Ana sends the -Mail Tribune a clipping from a local paper, telling ol a turkey 1 hanksgiviiig dinner given bv the Nan ta Ana Sugar Co., to 900 sugar beet growers and their fam ilies, celebrating the most successful sugar season in the factory's history. It took H2 cooks and 10 waiters to serve the 11200 pounds of turkey, 50 gallons of coffee, 50 gallons ol ice cream, .SO gallons ot iriut cock-tails and JMX) buns. The Santa Ana conipanv distributed to growers this year 775,000. Jt sliced 112,800 tons of sugar beets, har vested beets from 1 1,000 acres. There are I25 growers, '500 employes at the factory, and the company's annual payroll is 110,000. The percentage of sugar in the beets averaged between 18 and 19, and the growers received about 7 per ton. Commenting upon the prosperity created for Santa Ana by the sugar factory, Jlr. Crawford says: The factory to which this clipping refers is one of five of ahout equal importance, all located in Orange county. The beets are not ail grown in this couiiU. however, but are shipped In from the neighboring counties as well. Irrigation is as necessary for sugar beets in the Rogue river valley as elsewhere. (liven water, beet sugar factories, canneries and many other industries will follow. BUREAUCRACY STRANGLES EFFICIENCY. A N INVENTOR, like a prophet, is not without honor save in his own countrv. A few days ago Sir Hiram Maxim died, lie was the in ventor ot the Maxim automatic gun, which utilized the dis charge recoil for reloading, of smokeless powder and of nu merous other inventions, useful as well as murderous. His invent ions revolutionized modern warfare. They were re jected by the United States, but readily adopted abroad. .Because of the. treatment, accorded him by his native land, he renounced his American citizenship and became a cit izen of (ireat I'ritain, which showered honors upon him. Practically all the great, war inventions have been of American origin, rejected at home to be appreciated and developed abroad. The airship, Hie automobile, the cater pillar tractor, the telephone and countless other devices essential to modern warfare Avere used abroad to be neg lected by our own army and navy. The rejections of American inventions in recent years have been largely due to the I'nited States board of ordi nance and fortification, dominated by (Jeneral Crozier. An example of its workings has just been disclosed. The last congress authorized the expenditure of 10,000,000 on machine guns. The ordinance board rejected the American Lewis gun, to adopt the English Vickers wheel gun, a weapon relegated to the second lines by the Rritish themselves and the choice was made without having seen the weapon and without a test. The Lewis gun is the invention of an American, Colonel Lewis of lilt American army. It is a portable machine gun that any man can carry anywhere, like an ordinary rifle. The gun years ago was offered the American gov ernment. It was rejected at Crozier's say so, for the Cro zier gun, upon which the government wasted millions onlv to have to evcntuallv abandon. lUit the Lewis gun has been adopted as the most useful weapon of trench warfare by (he entente allies ami thousands are in successful use. The act ion of leneral Yozier, and his ordinance board, has deprived the American army of an invaluable weapon. It is an instance of efficieucv strangled bv moth- eaten bureaucracy, such bureaucracy as brought Russia to its present plight. What is the use of spending millions for defense when the money is wasted on obsolete equipment by the bu reaucracy in controlthe same bureaucracy that has driven American inventors abroad and made American de fense a joke.
