BLOOD LETTING Faitis Authority on War Discusses Present Situation Allied. Efforts Bent to End Conflict by Attrition Sheer Man-Slaying Power Ex pectcd to Humble Kaiser. BY J. r. T. MASON, (Famous Authority on the Kuropean 4 War.) NEW YORK, Nov. 28. The host used word in the war vocabulary Bon is "attrition. " It means the Kuropean conflict Ss passing out of the sta.se of novel strategy, and tactical gnuius, and en tering the phase of final blood letting. The allies nro trying to put so iiwJiy Teutons out of the fighting. TO In the end, quite Irrespective of inWund gained, the Hermans must abandon all hope of a victorious peace in order to save what remains of the nation's fighting manhood. Financial pressure is playing its part toward bring the war to a close, and so is the British blockade of Ger many. But, these measures for the present ure incidental. Destruction of man power, without cessation is now the major purpose of the allies. By sheer man-slaying powor, the allies expect to bring Prussian mili tarism to its knees. To Make Sncrlflce. And unquestionably, the allies arc going to make the sacrifice which the uso of this power necessitates, unless before the end, a new spirit of dem ocracy arises to power in .Germany and overrides the militarists. The population of the allies from Nvhieh thel rtroops are drawn, is 3110,000,0(10. This figure docs not include India, although many thous ausd of Indian soldiers are In the Knglish army. Neither are the French Turcos and other colonial troops of France counted in the reck oning. Nor is tlio 08,000,000 popula tion of .lapan although Japan will undoubtedly come in if the emergen cy and necessity arise. The strength or the nllicH therc for.e, at liliO.OOO.OOO is very conserva tively estimated. The population of the central powers is 1 13,000,000. It is customary to reckon ten per cent of a country's population as its avail able manhood, which can bo drafted fdr war. Hence the total possible troops r.f the allies number ,'13,000,000, while the available forces of the central em-' A pires cannot exceed at most 15,000,- ooo.- . ' In potential fighting units, there fore, the allies outnumber the cen tral powers by more than two to one. Tltls disproportion is far too great for the Germans to overcome., It Is tho answer to tho German declaration that they will "fight to the last man." War of Attrition. The end would be quicker in ar riving If the allle scould arm all of their available men hr once. But tills is beyond their capacity. . i Even tho Germans, with their gen ius for organization,, cannot equip the total forces of the central powers, hut must be content with utilizing only a part of the available fighting strength at one time. This means that the war of attri tion, or of nibbling, now in full oper ation, must be won by reserve strength. At present, as men on both sides are killed, their places can be taken by troops in reserve. But, the lor:;cr . lit I UK Urs Oil, lilt ll-nr. i i . r'HH will the Germans have, with which to. oppose the constantly full ranks of the allies. The time, eventually must come It the war continues long enough, when all the German serves will he exhausted, while the allies will still be able to keep their ranks as full as ever. This is the reason why It Is not es fential for the allies to continue gain ing territory, constantly In order to win the war. It also explains the un diminished optimism which prevails in Great Britain and Franco, despite the meagre retirement of the Germans in the west. I.onijer tho Itetter. Tho more the Germans stick to their long western front, the better will it be for the allies' policy of at trition. If the Germans were to move backward toward the Rhine, they could conserve, perhaps 6000 men for every mile that would be shortened f of their front. By holding fast, the Germans present a larger surface of men for the allies to continue slay ing. So thoroughly aware are the allies of this vitally important factor In the final result, that they are now raid to be driving wedges Into t lie m,.. ' Gcrman line not for tho purposo of breaking through, but in order to change the contour of the front from a straight line to a zigzag course. A zigzag trench system requires moro troops to hold than does a straight trench, it is estimated that possibly 50 miles can be added to tho German "western front, by zig zagging, which would demand 300,- 000 extra men to defend! The allies no longer throw men away with tho rashness required to smash the enemy's line, as in the earlier days of tho war. Their losses are, therefore, lii,tle if. any greater than the Germans, . AVoiirllli Them Down. The allies' now program of attri tion does not call for t lie actual breaking of the German front. It purpose Is to keep us many Germans as possible within range of their guns. Against this project the Ger mans caunot measures. ' Their only deadly policy suade Russia counter by military hope of ending the of attrition is to per to make a separate peace. If that were done, the man power of the belligerents would be too nearly equal to permit attrition to continue. But the Germans seem to have abandoned hope of inducing the czar to desert his allies. Otherwise, it would be very difficult to explain why tho central powers have proclaimed Poland an independent kingdom.
