Senator Chamberlain occupies a most important position.
Were war to be declared, perhaps the most important in
the government.
Senator Chamberlain is in a position to explain, from
the inside, the administration's foreign and domestic pol
icies. Ife can tell of the many times war threatened to
become an actuality and how crisis after crisis was success
fully passed through the coolness and skill of the nation's
pilot, lie can outline the old, old struggle between privi
lege and the people and the triumph of the latter in pro
gressive legislation.
"Our George" is always an interesting speaker, but his
present speech is a vital message to the people and the peo
ple should hear mm. .
GERMANY REPLIES TO ROOSEVELT
TIIE sinking of ten British vessels off the coast of New
port, It..!., by German submai-ines constitutes a mtst
effective answer to Colonel Roosevelt's bluff and bluster
about seizing the German merchantmen interned in the
ports of the United States.
It is very evident from the colonel's argument as to the
course he would have pursued were he in ottice, and the
course to be pursued by Mr. Hughes in the event of his
election, i. e.: to take the same action as that of Portugal
l. e.: confiscation ot German merchantmen.
Let the voter now contemplate the result, with our
ports blockaded, our vessels being torpedoed at sea and our
exports rotting in the granaries and warehouses, factories
closed and our best blood fertilizing the beet fields of Bel
gium and France.
This is not, a fanciful picture created for political effect
it must inevitably follow, once in war with Germany, that
we must bear our equal share ot the burden in the trenches.

with "deeds, not words, and the voter may now thank
God that neither Mr. Roosevelt nor Mr. Hughes are guid
ing the American ship of state into German torpedoes, nor
are they likely to be given the opportunity.

ress who enacted it. Sir. Hughes bus

evidence of insincerity.
With equal inattention to Mr.
Hughes' speeches, the fuliniuiitions of
the railroad press agents and prevail
ing opinion in Wall street, Mr. Ln
Folletto characterizes as false the
statement that when congress, n lurge
number of republicans voting in the
affirmative, passed the eight-hour lan
it was intimidated and coerced by the
railway brotherhoods. On the con
trary, he charges tho company inter
ests with "tho expenditure of millions
of dollars in nn effort to create a
public opinion thnt would dei'eut the
demnnds of the men."
Unless Chairman Willcox enn pro
vide better team work than this be
tween the reactionary nnd the pro
gressive elements of his party, it will
be difficult to say whether republi
cans are fighting democrats or rip
pine one another up the back.

declared that while every line of his
national policy has been assailed, "no

steamship .lupitcr, of 282-1 tons
gross, is believed to have been sunk,
accordinc to an announcement made
today at Lloyd's shipping agency. Tlie
Jupiter was 28.") feet long, built at
llreenock in 1001 and owned by the
Hessler Shipping company of West
Hartlepool.

ities of diplomatic complications over
the German submarine raid along the
New England coast seemed today to
point toward the allies as well aa
Germany.
State and navy officials, scanning
the unofficial reports of the destruc
tion of shiu,s within sight of Ameri
can shores found no reason today to
change their first impression that the;
submarine operations had been con
ducted so far within the limitations
of international law, but they were
fully alive to the dangerous possi
bilities. Destruction of an American
ship carrying contraband mlght'easily
cause another Frye case and any loss
of lite at all in any case might easily
reopen the whole submarine question.
The threatened complication with
the allies lies in their contention that
submarines, because of their nature,
should be excluedd from all neu
tral ports. Today's London dispatch
es quoting the Manchester Guardian
to the effect that such a view has
been set out ln the recent memoran
dum sent by the allies to neutral gov
ernments, contain the first Intimation
received here that anything in the na
ture of a formal representation had
been made.
