According to definite information reaching Hume, Switzerland, from Germany, says a dispatch to the Wireless Press, Dr. Von Dethinann-llollweg, tho Gorman Imperial chancollor, upon being ques tioned at the AugiiBt meeting of the federal council as to why ho yielded to the demands ot the United States regarding the unrestricted torpedoing of ships on the high seas, replied em phatically that the value ot tho buIk marine was exaggerated by adherents of wholesale torpedoing. The chancellor said that insistence on an unrestricted submarine war fare would cause war between Gor- niiiny and the United States and that tho results of unlimited torpedoing would not justify such a policy. Elaborating on this point the chan cellor is quotod as saying that Ger many could not effectively blockado England, nor cut off England's food supply. The inference is, that the fish are being illegally taken. The law should bo amended to com pel canneries to close during tlie clos ed season to destroy tho Incontlvo for law violations. River Mouth Narrow. "Tlie mouth of the Rogue Is very nnrrow, for probably 200 yards not over 100 yards wide at low tide. The steelhead do not rise to a fly un til some distance above tide water. I am satisfied, however, that if a sys tematic trial of the various parts of the river are made, stoolhead could be located In their loafing places and taken with tho fly. Also I believe that later In the season the sllverslde salmon could be taken at the mouth and in the Biirf with the fly. "The Macleay estate which pur chased the Hume interests, is doing much more for the development of the country than the Hume Intorests ever did. They own a large acreage of land, but nine-tenths of It is worth less, bare hillsides or brush and scrub timber. They operate two first class general morchandlBO stores, one at Weddorburn and one nt Gold Beach. They sell at reasonable prices, and purchase the farm and stock pro ducts of the country, thus giving the farmer a market which he has never had before. They operate an up-to- Through this narrow channel the cur- date creamery and turn out a fine rent is very swift. The river then widens out In the form of a bay.. One of the Kclning grounds Is near the river's mouth and gill notters have been fishing across it and into the surf. These operations have kept many ot the fish from entering the stream; seeing the nets, caused the fish to turn back. The establishment ot the dend Hive, 1700 feet from the mouth, will eliminate this source of friction and benefit upper river fish ing. This dead line is to bo estab lished by the close of this month. It will eliminate one seining ground, two set net locations and many gill nctters. "Across the mouth of the stream all day long while I was there, was a veritable bridge of fishing boats, an chored so closely together that they touched each other. Each boat had out trolling lines and spoons, which the current kept turning, while a boat from the Seaborg cannery made trips to take the fiBh caught. Few of the fishermen had any tackle at all. Just a heavy line and spoon, and when a salmon was hooked. Just pulled him In to the gaff. There was no upott about It, the fish never had a chance. It was hook and line fishing commer cialized.
