TVevertheleHS, Uiimanln's military strenh'tlil s liy no means Ineonsiiler ahle. The country has a population of (1,800.000 and her army has been estimated at 580,000. It often has been described as one of the most thoroughly equipped and disciplined armies In Europe, but recent infor. niatlon from Hucharest has thrown somo doubt upon ItH quality. Lately it has been stated that Huinlinlau of ficers me ill 'trained and undisciplin ed, that Rumania has no henvy arr tlllery and that Its flying service is inferior. Somo advocates of Rumania's par ticipation in tho war have assorted that 'fiho could mobilize as ninny as 1,000,000 nion. The mohlllzatlon of her army has been In progress Tor months mid a few days ago was re ported to bo complete. Xntlomi! Aspiration Ciiusv. Tho motive which pronips Rumania to cutor the war is tho satisfaction of her "national aspirations," de scribed by Take .lonescu, the Ru manian liberal leader, as the policy of national instinct. Concisely, this niuuus national ex pansion. In tho southern half or llu kowlnn, tho Austrlun crownlnud, the Rumanians are the dominant race. Tho inass nf the people of eastern Transylvania, a part of Hungary, Is Rumanian by race and language It In mild 4,000,000 Itiimanliins live In Transylvania. It u nun) la has been credited with a long cherished ambition to annex these provinces and at the same time "liberate" the Rumanians now under Austrian dominion. it Is said Russlii has offered Czer- nowtl, to Rumania as a reward If shu would unlto with tha entente. It nuiiuilti also covets llessarahla, tho extreme southwestern province of Russ.ia, on the lllnck sea, which was taken from her by the Ocrlln treaty or 1 S78. Reports have stated that Russia also has consented to restore llessaralila as a war prize, with ItH population or 2, 000, 000', mostly Rii inanlans, and nn urea of 20.000 square miles. This with Transylvania- would give Rumania a total lio iu 1 it Ion approaching 1:1,000,000 and, should nil her aspirations be sat isfied, n territory us great in area ns that of Knglaud, Scoalland uud Wales. Rumania has a horder line as tong as tho Wholo Rutduu western war rront nn which to choose her point or military attack. In what direction her rirst blow might be aimed is only indicated by her desire to pour her troops tlnoiiKli the passes of the Transy Ivuniail Alps nnil the Car pathians Into Triinsylvnnla. On the other hand, Austria has been iiceuinii latlng military lories at Orisovo pre pared to attempt to force I lio "iron gales'' where the Danube river touches the western Rumanian her der. Bulgaria is said to have sta tioned Ion, null or more troops along Hid southern hunk ot llie Danube tn protect her northern frontier from Austrian Invasion. tJei-iniiiiy fears linssln. Apprehension In (lertiiany (hat Ru mania Intends to penult a Russian army to march through her territory lo attack the Bulgarians has been apiiprent for some time. Authorities in P.adiipest assert that Hie ehlet fac tor tor the consideration of the cen tral powers Is not the hair tuition men or the Rumanian army hut the opportunity offered ror u new Russian Invasion of Hungary. Many Rumanian sympathizers In Transylvania have been sent to other seitloiid and th,, Rumanian priests and churches have been kepi under military supervision. The Transyl vnuliiRiiniaiilaii frontier demises hnvo been strengthened by Austria a a precaution against Itumuuinn inviin. ion. Powerful Influences on the part ot the i ent nil powers anil the entente nllics have been exerted at lluchitrest lo Inrinente her decision in the war for tlio lust two years. Thus speaks the fastidious "Lady Lou" to her neighbors after returning from a "Tilting" of a new and gor geous gown. Her neighbors forty of 'em, mostly girls shako their heads badly and make strange noises, signifying disapproval of this latest decree of Dame Fashion. "Lady Lou" Mini her forty neigh bors comprise the elephant herd of the Barnaul & Hiilley circus, but It is doubtful if the much pampcrod pachy derms of India who participate so ex tensively In the famous Durbar, pos sess any more costly or gorgeous wnrdrohes than do these elcphnuts who uproar in tlio wonderful spec tacle and processions ot the "groatcst show on earth," which is to exhibit in MetUortl, .Monday. September 11, one pcrtornianre only 10 a. ni. The elephant motlisto who designs uud prepares these wonderful robes Iiiih quite un extonslve job on her hands, and it keeps her busy most of tho time, for, like all big people, elephants are hard on their clothes, Mud their wardrobes are always In need of repairs. The measuring of an elephant for a new roho Is qulto d difficult task In Iteslf, generally re quiting the services of at least two assistants and a stepladder. The amount of cloth required to drape n fastidious pachyderm would he en ough to make gowns for lit least ten women, and tho amount of sowing work on a biugle elephant dress would stagger tho average modiste, unless she was paid for nor services by the hour. There Is one woman with the Bar n u in & Bailey circus who does noth ing olse but make and caro for the elephant robes. In tho winter time she designs and prepares the cos tumes and during the summer months while the circus is. on the road, she travels with tile show and packs and unpacks the wardrobes ami attends to nil necessary repairs. She knows every elephant by uiinie, and is a great favorite with tha herd. INFERNAL MACHiNE lOPEN WASHINGTON , TRAINING CAMP KILLS CHINAMEN HANKOW, China, Aug. 2S.
