Ii several millions are invested in power development, the knocker busies himself to make it unprofitable. If a railroad is projected, the knocker is there to oppose it. W a capitalist intends investing, the knocker scares him away. The narrow and utterly selfish view of the knocker, who will sacrifice the dollars of the future for the eagerly sought pennies of today, who is not broad enough to realize that 1 ho prosperity of his neighbor reacts to thecomniunitv welfare and his own prosperity, has kept and is keeping many a dollar out of the valley and retarding its develop ment. Small towns make small 'people or rather they afford a chance for the small to become prominent. In a large community this class is submerged and that is one reason why life in a city is more attractive, despite the more beau tiful surroundings of the country. And the small people keep the town small and drive the big people away. I hiring the boom, when times were prosperous, we heard little from the knocker but the hard times follow ing gave him his opportunity, and lie has been loud and in cessant, making up for lost time. .Many n man who sold his holdings at exorbitant prices during the boom has re tired on his unearned increment to varv his vegetation bv variegated knocking efforts at upbuilding. .lie has noth ing else to do. Several yearn of persistent calumny, knocking and abuse have culminated in the clandestine effort to recall the entire county court an effort the sponsors are so, ashamed of that I hey do not dare to appear in the open or to permit the light of publicity to shine upon their charges, refusing the press copies of their petitions for publication a fact which discredits the effort. 'Phis particular recall is a prostitution of popular gov ernment and some of the most blatant stand-patters are secretly fathering it in an effort to discredit the Oregon system. Nad there been malfeasance in office, or anv valid cause, it might be justified, although there are other ample remedies at law. The county court is composed of reputable business men of high standing. All of the members nre compnrn tively well-to-do men and are serving the public from a sense of duty to the public rather than tile small remuner ation secured thereby. They have made mistakes, of course, everyone does; but they have given a clean and honest business administration, untainted by scandal. If it had been H8siblo to unearth a single substantiated in- runncf ot limmuiiiiiiiKi ration n wouiti long ago nave neon made public. Public officials are hedged about by so many legal re strictions that their lowers are verv limited. The salaries of county officials are fixed by jaw. The manner of handling road funds by the su'pervisoral system is pro scribed by the statute. Various expenditures are compul soryvet lite unreasoning place the blame for all these ujM)ii i the court. Ami the recall circulators are taking ad vantage of the industrial depression and hard times to slander the court. When it is considered that, despite the large delin quency in tax receipts due to hard times, the present county court has not only lived within its income, which its predecessors did not, although hnntlicnpped with an iniicnicti warrant liuicMeiiness or over half a million dol lars, it has reduced the county's indebtedness over $100, tXKJ, and this despite the loss'of oO.UtK) revenue from (). & C railitatl grant lands, it shows that charges of waste ami extravagance are baseless. , As regards the Pacific highway IhiikI money. This ijOHKMXXI fund has been disbursed under the direction and upon vouchers of the state highway engineer. This was done sti as to secure state aid in the future and eventual reimbursement of the county by the state. There is ap proxiiuately (HX).(XX) in the' treasury. For the monev expended, the county can show sixteen miles of paved highwnv from Central point to near Ashland, a fifteen mile grade over the Siskiyou mountains and a uMuleil road froiM Hliirkwi'll lull to the Josephine county hue.
