A militia rewrve of 100,000 i cre ated imilar to the regular army reserve, and when drafted mut eiTe the duration of the war. ,Mohilizafion of industries and the utilization of indus trial resources for war purpose, on a plan worked out hy the war college are also provided hy the Nay hill. The Chamherlaiii hill increjises the regular army to 1S0,000 and the officers to 10,7li(5. It creates an army re serve of 1 10,000 men in four years hy passing men through the army at the end of four years, on their own application at the end of two veurs, or in case of recommendation hv officers, at the end of one year. It creates an officers' re serve corps from students trained in educational institu tions taking military instruction. Tile ChunihtM'laiu hill creates a volunteer army, separ ate from the regulars or militia, the force not to exceed (500 officer and enlisted men for each congressional district, to consist of a maximum strength of 1202,000 officers and enlisted men. Jt creates! a volunteer reserve in the same authority 'uanner as a regular army reserve. It creates a technical nu rum reserve. force lor quartermaster, signal, ordnance and medical services, consisting of men not required to drill or train, lad merely enlisted to he culled upon in :use of war. The (.'hjuiiherlaiii hill increases the national guard to 20,000 officers and men. and provides increased pay, but does not neck to federalize tin m or draft them into the regular army, except aft under the present law. It also creates a national guard reserve to which men who have seiTed can be furloughod. . Neither of these army reorganization hills provides any training or education for the regular to fit him for useful civil life, upon his discharge. Neither of them will raise the personnel of the army or make it attractive or worth while to American youth! The rank and file of the army will still be composed of the ne'er-do-wells, with the same I rouble to secure recruits. The hills do not unlock the door or opportunity. They provide no incentive for anyone with any self-respect or independence of diameter or hope for the future to sac rifice it in the regular army. They perpetuate the present snobbish and un-American caste system of creating offi cer by appointment, favoritism and influence instead of promotion from the ranks on merits. The fatal defect of both bills i that they do not demo crat i'e the army and hence both bills make for ineffic iency as well as the ierpft nation of the menace of militarism.
