The construction cost nf water for the vnllev is thus fig ured out by the reclamation storage on Little Butte, Kish 30,000 acres, .10 jui acre. I' or Ashland division, $7 per acre; from Boar creek storage, Buck lake and Hyatt Prai rie resorvohs, These costs do not include depreciation, taxes or interest charges, which should be added. Few irrigation systems place water upon land at a less corI than $n0 an acre. Little land any where under irriga tion systems is better able to carry the irrigation charges than that in the Rogue River valley, and none will respond more quickly to the use of water in increased yields and profits. CAR SHORTAGE SIGN OP PROSPERITY THAT business is reviving in Oregon and that the ad vance ripples of the wave of prosperity that has swept the east for the past year are already breaking over the Cascades is shown by the increased shipments over the Southern Pacific and the ensuing ear shortage. There were 11283 more cars loaded in Oregon by the Southern Pacific in February of this year than during the same mouth a year ago represent it ug an average of fifty one more cars'a day. In February, 1910, there were '1187 cars loaded, as against 3(5.72 cars in 1015, and 3(5()'2 in 1911. These figures cover only the commercial freight, and do not include the company business. An analysis of the figures shows the increase in the principal commodities as follews: Hay, 137 ears; lumber, 800; general merchandise, 1(11; potatoes, (!9; wood, 1-10. This increase furnishes an adequate excuse for the ear shortage, which the mil road is exercising effort to remedy. Two-thirds of the increase is due to the revival of tho lumber industry, due mainly to renewal of building oper ations throughout the nation. As timber is tho greatest natural resource of Oregon, activity in lumbering always presages prosperity for the state This lumber revival in the interior is made possible largely by the rates recently established by the .Southern Pacific, giving mills in the Willamette valley and southern Oregon preferential mtcs over the Portland mills in ship ments to interior Califyrnia pointsrates that the lumber barons of Portland are trying their utmost to set aside. If the effort is successful it will again close the mills of the interior a typical instance of the way .Portland assists in the development of Oregon. Portland is dependent for its prosperity upon the pros perity of its tributary territory, yet to obtain a selfish ad vantage for its local industries, the metropolis has no com punctions about throttling the state's development, too short-sighted to see that is in reality stifling its own dc velopmeut.
