council wna held Tuesday evening. It

"Gentlemen Pursuant to section.
.14 of the charter of the city of Jlcd
foul, 1 herewith submit my annual
reM)it as mayor for the year 1015.

the two years it will bo noted that n
big hnving has been effected in every
department for 1915 over tho prev
ious year, tho total reduction amount
ing to $7503.05.
"The receipts of each department
fmni various sources for 191-1 and
19l.' are also submitted herewith in
tubulated form. The decrease in re
ceipts amounts to $23,44'2.0'J, prin
cipally from taxes.
"in this connection it is well to note
that not only Jiub tho running ex
pense of every department been ma
terially decreased, but tho efficiency
has in every instnnco been increased.
This is especially true in tlio enso of
the water department.
"1 have not given tho figures on the
various street assessments for tho
reason that few have been paid ow
ing to controversy. However, these
figures can bo readily obtained from
the recorder's office. Moreover, the
detailed figures of which the follow
ing totals are made up cnu bo read
ily obtained at any tinio from the re
corder's office."

' The first vieeting of tho Southern
Oregon Schoolmasters' club, this ho
ing its second year, to bo held in
Mod ford will occur at the high school
building on Saturday, Jauunry 8. An
interesting program has been prepar
ed and an effort will bo mndo to ren
der this ono of its most progressive
and profitable conclaves.
This club was oiwinixed primarily
for tho improvement of teachers in
southern Oregon in the matter of gen
eral and detail work in their profes
sion in this particular field. Its
members arc pleased with its work
and its effects in this respect, so far,
and are planning to make it more ser
viceable in future.

Wellington, has rented 20 acres In
the tJuttc Falls district and will movo
thereon with his family In a mouth

Mr. Appleby hns bcon engaged In

of Davenport for a number of years
and succeeded fairly well, notwith
standing many adverse circum
stances. Ho prefers tho cllmato of
Southern Oregon and particularly
that of Itoguo river valley. Hence,
the change. Ho will soil his real cs
tato In Washington as early as It can
be dono advantageously.
"Itoguo river valloy farmers are
laboring under disadvantages, also,"
said Mr. Appleby yesterday while dis
cussing n comparison of tho two sec
tions Involved In this transfer. "They
are somewhat handicapped by tho
long haul for all of their perishable
farm products, as well as In tho mat
ter of marketing their stock. So aro
tho Davenport people. Tho latter re
gion, howovcr, has somo advunt.iga
In tho matter of transportation gener
ally. "Tho people of tho Davenport re
gion need moro Irrigation water than
they will bo llkoly to get for somo
years, by present methods. Tho
Itoguo river valley has an abundanca
of it within reach. It is merely a
question of getting It into tbo valley.
This question would bo quickly solv
ed In any of tho Eastern Washington
districts, it wo had tho supply that
you liavo for a gravity system of irri
