D. The state constitutional amend ment passed by the people nt the las( election icipiircs that all aliens must have become fully nnturalized before being allowed to vote in this state. Therefore, those persons who bno only their "Declaration of Intention" (commonly known as lirsl papers), cannot legally register for election in this state. This law requires that "Final Citizenship I'nperh" (com monly known as second papers), be exhibited to tho registration officer before be can register them. 10. Some confusion may result unless legisteriug office! s arc caic ful in this respect, ns in many of the old forms of naturalization wpers the first papers, or "Declarations," are very similar to the second or "Final" papers, therefoic, the pn iters should be carefully oxnmined to sec that they read to show that tho alien "is admitted a eitien of the Faitcd States."
