Pierce, formerly chairman of llie finance committee of the Health' city council, but for the past six months a resident of Hertford, made a bus inesslike proposition to tlie city council, stating that he believed that he had a satisfactory solution of the city bonding problem, in case his proposal was accepted, he agreed to do tlie legal and clerical work in connection therewith for a fee of one per cent of the outstanding pav ing indebtedness whicli would amount to something like $5500. Failing in acceptance of his proposal, he offered his services in an advisory capacity. Mi: Pierce conies well recommended. Seattle has had to face an even more difficult financial situation than Mcdford, and through Mr. Pierce's efforts, satisfactorily met the crisis. IThis propositi does not meet approval, it costs not bin;' to hear it. if it does, it is well worth the money asked, for almost any kind of a solution will involve a similar expenditure. 11 seems only a fair thing for the council to gfve Mr. Pierce a hearing. Certainly none of the schemes so far suggested meet with sufficient approval for adoption. The council is avei-se to enforcing the provisions of the l.an eroft act, lest it work undue hardship. It is also most un fair to force the payment of outstanding interest by gen eral taxation. If Mr. Pierce has a solution, let us hear it. If it doesn't fill the bill, it costs nothing. If it does, it will be worth the price. There was no Investigation Into tho legality of the assessments, as the law presumes the defendant's failure to deny, admits the truth of the matin ial allegations of the complaint. As far as m knowledge goes, tho circuit court of Jackson county has never considered the validity of tho paving assessments of the City of Mcd ford nod at this ttiito I havo no opinion onu wa or the other In regard to their validity.
