The. properly on nnpaved streets will nlsa have to pay, though it receives no benefits, nor can it ever receive any benelit. for the credit of the city being exhausted, more pahg will be impossible and no more, public improve ments of any kind can be made. The merchant who rents will have to pay, though he owns no reality of any kind. I lis personal properly taxes, nlreadv high, will be doubled. I lc cannot afford to pav six percent in taxes, as he will have lo, without passing it on to the consumer, thus raising the cost of living in Mcdford. The manufacturer seeking a site will avoid a city whose tax rate is eipinl to the rale of interest he pays for money to operate. .Moreover, it will not be possible to offer sub sidy o,r assist manufacturing or development enterprises, such as a railroad to the mines or to the coast. The passage of the bonds will advertise iWcdford as nol only busted, but as unsound in finance and lacking in pub lit! spirit. It will make the city the financial joke of the coast.
