The experience of the past two years of comparative drouth should convince the most skeptical of the need 6f water. The loss in products for either ot these years is much greater than the cost of an irrigation system. There is no assurance that the coming year will not he as dry as the past two seasons, Miid that cycles of dry seasons may not be expected in the future. Simply as crop insurance, water is worth its annual cost. The hard times the valley is experiencing (ire due whollv to crop shortage, which in turn is due to lack of water. Food products of all kinds bring a good price, but the supply is deficient. Xo hoiueseekers are going to pur chase land unless it is under water. The people of the valley are largely to blame for their predicament, for water could have been had at any time it was really desired. . Soveral fruitless -oainpaigns to se cure acreage needed have iorm an irrigation district doned. ju irrigation system na.s necn wit inn grasp at any time, and at as low cost as any of the systc ms, the money avauaoie to construct it assured yet 1110 people nave pre ferred to chase irrigation rainbows, anything rather than get down to business and really secure water. Yet. while the people are talking, one concern is acting and solving the problem. The Rogue River Canal com pany is the only company in Jackson county spending a considerable amount of monev in development projects this year. Some '200 men arc being employed constructing storage reservoirs in the mountains to impound water for irrigating the valloy. A diversion dam is being built on Hear creek, near Talent, and over a thousand acres of the choicest orchard land in the valley will hereafter be irri gated from this neglected source.' Tl e company stands willing- to expend $li.")0.000 addi tional this winter in enlarging its canal system for the lower end of the valley, provided MOO acres out of a pos iblo .'0,000 between f'entrat Point and Tolo, under the JTopkins lateral, sign up for water. The contract offered is a liberal one .f,r() per acre, no payment on the principal until the sixth year, no interest payment until the third year, with .f.oO an acre maximum maintenance charge, thus giving the grower the opportunity of making the cost of the water out of increased production. Here, then, is ail opportunity for those in the Central Point region to secure irrigation in time for net season's crop and the only opportunity offered. . It is (juest ion able whether any proposed project could equal the offer made this district. Tho company has annually announced that it stood ready to complete its irrigation system hy extending the high-line ditch to cover Hie entire-' Vidlcy 0Uth of Talent, and the couaUuction of additional storage resurvnii'ri, mu vided necessary acreage could be secured, but never be fore has such an advantageous contract been offered. Action in this district will probably be delayed until the reclamation engineers make their report. Irrigation seems to be a question of evolution in the valley, extending gradually by units, and it is sincerely to be hoped that enough of the farmers of the Central Point district embrace the favorable opportunity now offered to insure, tuo count ruct ion of the Hopkins lateral, for SIOOO acres watered this year means aun.unlly enlarged acreage in future vears.
