The reserve board has ordered the reserve banks to be the medium for the loan of government funds at 0 per cent to farmers, taking W per cent themselves and paying the government U. The federal reserve banks in Richmond, Dallas, Atlanta, St. Louis and Philadelphia have accepted Secretary MeAdoo's proposal. Tin! Cleveland, Chicago and Minneapolis banks have declined the proposal. The San Franuiseo and Kansas' City banks have partially accepted, but desire to fixe their own interest rates. The plan is not only feasible, but meritorious. It en ables the cotton grower of the soulh and the wheat grower of Ihe west io carry their products for belter prices. Wheat has slumped to 00 cents. The war will force it up, and if the farmer can get (i per cent money to carry it, he can reap the profit, instead of the speculator. The plan will grow in popularity, despite the opposi tion of western bankers, and can be extended to other lines, doing much to relieve the pressure upon the producer, whose crops are now at t he mercy of the speculators. Jf the bonds cannot be advantageously sold, there is no use in issuing them, as such action will demoralize the city's financial standing and discredit it in all bond-buying centers. Continued agitation until this question is ascertained is worse than folly and can only react injuriously.
