Its worst foatiire. is that it sacrifices tin 'oiipnunity for the individuals owning property upon pavou streets increasing taxation without resultant benefit. It would have been wise to ascertain the sentiments of bond-buyers before launching the scheme, for if tho bond cannot be sold tho plan is futile. Moreover, such an issue will complctelv exhaust the eitv credit and render it pow erless to lend financial assistance to a railroad to the coast or any other comniunitv upbuilding enterprise that will return dividends in the shape of prosperity. The dam is needed to impound water for irrigation pur poses, but some provision should he" made at once to safe guard the city's water supply, for the impounded water will not be fit for drinking purposes unless a filtering svs tem isulili'ed. AVhen the previous dam existed, analysis of the water showed it impregnated with tvphoid and oilier bacilli. It could not be otherwise. The reservoir basin and drainage area has been used as cattle pasture for half a century. All the debris of countless herds as well as the decaying vege tation of the forests will be drained into the lake, to de compose and find its wav into Med ford stomachs. Some method must be" provided to keep Medford's water pure, and should be provided by those causing its spoliation. Now is the time for action,' before the damage has been done. If Med ford calmly watches without protest the ruin of its water supply, in which it has invested nearly half a million dnllai , it will lose its right of protc-i after the ruin has been wrought.
