On June 15. 1215. the tit it .. .... .. . i ' f leiuiai uarons 01 bngimul loreed King John to iu th Ki-oat chartei', the first step toward tiuulish libertv . Runn niede, a meadow on an island in tli Thames'. The idea of the barons was not to secure libertv. i w undei-stand the word, for it had no existence in the Eng land of the thirteenth century. Their idea was to force a restoration of ancient privileges, recognized bv the Henry's, but usurped by .John, but it laid the foundation of English freedom and constitutionalism. The great charter applied only to free men, a small minority of the population, and it took many centuries to abolish slavery and serfdom. I3ut it established tho right of trial by one's peers and was extended to cover the rights of humanity as the nation progressed. The cardinal privileges granted by the grout charter, as it affected the nation at large, were: .Freedom of the English church,, with its rights in violable. Freedom for all freednien. Protection of property rights and protection o'f prop, erty rights of minors and dower rights of widows. Fines instead of imprisonment for minor offenses. No confiscation of property by officers of the crown without pay for the same. .Standard weights and measures. No sale or delay of .justice. Trial by one's neers. Ifrccdom of travel. ' ' Right of appeal to the crown to' redress wrong. Many of the privileges granted by the magna charla were revoked by subsequent monarchs. The power of the barons was wasted .in civil wars that exterminated the an cient nobility and their domains and rights usurped by the Tudors nnd a powerless peerage created. Meanwhile the power of the people grew and the efforts of the Stuarts to abrogate, them ended in their final expulsion and the firm establishment of constitutional government the monarchy reduced to a figurehead. J'Vom the magna charta came our own declaration of liberty; from the violation of its spirit came the American revolution and the birth of modern democracy; from it came the French revolution. From it has also come the "new freedom," which recognizes the rights of humanity as against the rights of individuals and of classes, ami Iroip it will come a new internationalism recognizing the rights of the world as superior to the rights of a nation. Europe is witnessing the death struggle of the old or der to which the magna charta voiced the first protest. In 41,. ..... ..Ir.il ....... ,.1' !i,. I. ..lit. J' .1.1. i . f uiu iii.u'iirMii in un imi iic iicui.s autocracy is maiuug a final stand in the effort to perpetuate itself and secure a renewal of its right to exploit mankind. Let us hope that humanity will in the resulting chaos force another magna charta for the rights of man, rendering it henceforth im possible for the governing and privileged few to cause the slaughter of millions and the (lest ruction of the develop ment of centuries.
