According to tho colonel, who is entitled to all credence, Barnes claimed to have a "hard and fast" agreement with Ohnrlio Murphy of Tammany, under which neither was to interfere with the other's party control, oven in tho inter est of good government. The ex-president's evidence fur ther shows that Piatt and Barnes under this system wished the governor and legislators to act as mere pup pets, obeying their wishes in everything. They sought to make all appointments of tho governor, and oven named the committees of the legislative assembly. Hughes when governor, every reform attempted by the Piatt and Barnes machine. Their organization col leeted largo sums from state contractors and public cor porations, which was used to contributors recouped bv raids on the treasury and tavor able legislation. Thoy havo got to bo governed by tho party organization and you can not run an organttatlou, you can not havo leaders, unless you have money. This is the sentiment that breeds anarchists and dyna miters. This unconcealed contempt, this avowed disdain is not confined to Mr. Barnes alone. It is the private opinion of the political bosses, big and little, and their employers, "big business," throughout the stand-patter and the sincere belief of the reactionary. Etch in Hertford one could even find some who would feel proud to re-echo such sentiments, little realising that the big bosses like Barnes, class of us. These sentiments arc the same that were held and voiced by the French nobility before the revolution, and which finally brought upon serious disaster. It is the same sentiment that the lord of the feud held toward his vas sals and serfs, housed in mud wattles and rearing their children under conditions unfitted even for animals. When Richard the Second told tho English parliament that they might, if they desired, free their serfs, the parlia ment, composed then only of lords and nobles and clergy, answered that the serfs were their goods, and the king could not take their goods from them but by their own con sent. "And this consent," they ended, "we have never given and never will give, were wo all to die in one day." This is the attitude of Barnes, Murphy and Penrose and the like, and their toleration does not brighten the out look for the American people. A few veal's ago the people thought the political boss was doomed, but last fall the election of Penrose in Pennsylvania, by a plurality of 180,000 and a majority of 75,000 over all, showed the snake was not dead, but only scotched. Since then the reaction ary republican organs have taken heart, and are proclaim ing the speedy return of the bosses, and the good old times when you could not "run au organization or have leaders without money" obtained from "big business." To such leadership the republican voters are asked to rally again.as though they were the "goods" of the bosses. The democratic party has its Murphy and is trying to rid the party of him and his kind, and would have done so long ago except for the dual alliance between Tammany and the republican machine, which keeps Tammany alive in periods of famine, because Tammany is needed by "big business" in its nefarious schemes to thwart the will of the people. JBut those who cjaim the right to speak for the repub lican party are making a grand endeavor to reunite the shattered regiments of that party under the leadership, not of reform, but of such reactionary bosses as Barnes and Penrose. It is a long distance from the .sentiments of Abraham Lincoln that "God must have because lie made so many oi them," to the sentiment ot Boss Barnes, "the people are not fit to govern them selves," and it is all down hill.
