Each year sees much improvement, though there is room for a great deal more. It is really a state highway and should be built by the state. The improvements made in Jackson county have been under lajor Howlby s supervision, lie is responsible for them. Having spent so much of Jackson county money on this road, it is ingratitude on his part to. try and route tour ists away from this county to localities that have never entrusted him with a cent. Major Howlby's act was impolitic, to say the least, lie lias. played into the nanus ot Ins enemies. MARTIN VERDICT AGAIN IIE Martin verdict continues a topic of 'discussion. It is not to be wondered at. As a miscarriage of justice it shocked part of the community and revealed an amazing code of ethics governing the other part. Defense of the Verdict and it certainly needs defense does not alter the essential facts an officer of the law killed in the discharge of his dutv bv a law violator who had frequently threatened lus murder, the latter freed as a reward for his crime, the sheriff's office co-operating with the defense. Willi all due respect, it is not to be supposed that any account of the trial that aimed to be impartial would please either prosecution or defense, because participants necessarily lack the perspective of the onlooker. The Mail Tribune has expressed its opinion of the case and sees no reason for altering that opinion. Right is right and wrong is wrong, despite court and jury verdicts to the contrary. Discussion is fruitless. The verdict is writ, setting a lawless precedent in the encouragement of crime: "The moving finger writes, and having writ Moves' on; nor all your piety nor wit Shall lure it back to cancel half a line, Nor all j'oiir tears wipe out a word of it." In eight days no ves sel cleared from New York for Europe. The docks are piled high with merchandise awaiting carriers, but there are no carriers. The bulk of the nation's sea traffic is in the hands of foreign ship-owners, whose ships have been commandeered for other purposes. The American shipping trust has taken advantage of this condition to raise rates to an ex orbitant figure, but done nothing to supply needed ships. Traffic is congested and paralyzed and there is no relief in sight. The ship purchase bill would have solved the problem and given relief to the commercial interests of the nation by the establishment of an American merchant marine. Exorbitant rates would have been impossible. The lack of shipping facilities and the harmful effect upon the Philippines has brought forth tin executive order for the utilization of army transports for carrying goods to tho islands which could not be transported any other way. This will give some relief. Tf our warships could be put-to siniilar service, their expensive existence would at least be useful.
