Freilcriek W. Straus, u New York banker, testified Sir George bad told him today he was anxious that Amer ica n railroad securities held in Eng land should not 'be thrown on the market. Mr. Strauss urged that railroad securities must be wiTd by greater earnings for tbo railways if they arc to be made so desirable to European in'rs(ors that they would not be un loaded when the stock exchanges we're reopened. Commissioner Clement, who pre sided todnyt associated with Commis sioners Clarke lind .Mey'cr, asked the banker if be ' Jielieveil the .shipper shduld be eonielIcd to gunrnntee all railroad seenritic by paying higher freight rate, although it bnd been hhWn-n ninny sneh Kcrurittcs were is sned for imriwe of negotiation without icganl io the, welfare of thu property. PORTUGAL SUPPRESSES AI LISIJON, Portugal. Oct. 21, via London, 12:37 p, m. This will probably havo to bo followed by an "occupation tax" also as is now being debated atRosoburg and as Klamath Falls ami other cities havo had to enforce under dry regime. Tho loss of municipal revenue and consequent in creased taxation will not bo tho only disastrous results of prohibition. Prohibition will close tho Hotel Medford. now kept open at a saorifieo to give tho city a creditable hostelrv, and will force the closing of other hotels. .It will throw vacant the ton store-rooms now occupied and cause a reduction in rentals in the business section. Times have been dull in Oregon, as they always are following an era of inflation, a period of boom, followed by a world-wide war. To adopt prohibition precipitates economic changes which will result in an era of depression throughout tho state at least during the period of read justment A largo army of workmen will be thrown out of occupation, a homo market for one of the principal Ore gon crops, hops, be destroyed, and nhieh invested capital confiscated. The adoption 'of prohibition effects no groat moral re form, but will prolong tho period of industrial depression nowhere more than in Medford. The money hitherto spent at homo, the bulk in Oregon, will hereafter bo sent outside the state. The period of commercial and industrial read justment is bound to be one of depression. Local option has enabled the community to regulate or abolish the lieensqd liquor business as it chooses. The saloon is practically;. banished from the country districts and exists only in, tbft.eitics where stringent regulations govern- It is thciuost sensible and most practical solu tioitr of the problem yet found and one which rests en tirely upon the consent of the, governod, as all good gov ernment must. If the loeal.option law remains in effect, it will not nec eSsarilv create prosperity. It will not, however, create financial, depression. It will not make times any harder, or taxes any higher, or close any first-class hotels, or vacate any storerooms, or close any luanufaeturies, or throw anyone oufc of "vioi'lr. Prohibition will. WEST'S ENDORSEMENT SOME opposition is reported to Dr. Smith's candidacy, because it is favored by Governor West. AVhy should any one object to Governor West's advo cacy of any cause? lias Governor AVest ever fought against a good cause? lias Governor AVest ever fought for a bad cause? Has not Governor AArest stood for the Oregon system, for law enforcement, for economy in administration, for prison reform, for legislation favorable for humanity? Has not Governor AVest fought special interests seek ing to grab state property? Has he not used the veto vig orously to prevent waste of state funds? Has he not at all times stood for the people as against the political bosses find gang domination? Has he not reformed the prisons and helped place state institutions upon a business basis? briefly, Governor AVest has fought a good light for better things, as it was given him to see them, and has fought those things that should be fought. Governor AVest never injured a legitimate institution. Those institutions he attacked oifght to have been elim inated by local authorities who wore aiegligent of their duties. They 'wore law-defying concerns, inimical to the best interests of humanity. Organized vice and those who hope to profit by illegal means, as well as corporations seeking special- legislation these are expected to oppose Governor AVest find any one that he supports, as likely to carry out a law enforce ment and treasury-guarding policy. J3ut those who have the best interests of Oregon and humanity at heart are not opposed to Governor AVest. It is true that Dr. Smith is an entirely different type of man from Governor AVest. Ho has not the sensational methods of the governor, but he brings an extended public experience, a forcefulness and poise and a proven business ability that testify as to his capacity for the job. In brief, alone among the candidates, Dr.' Smith is of gubernatorial size is not afraid to take a stand and stay with his principles. He is the only candidate Governor AVest could indorse and be true to himself and Dr. Smith is not ashamed of tho indorsement. EUR SHIP BLASTS WAY OUT OF ICE SAN FRANCISCO, Cnl., Oct.
