mittee on (tmince voted today to sub
stitute for tho tax of two cents a
gallon on gasollno In the war revenue
bill, a tax on owners of 25 cents per
horso-powor on automobiles and $1
per horse-power on automobile sales
by mnnurqeturors. The committee
estimates that would yield an an
nual revenue of $16,000,000.
An owner of a 30 horue-power car
'would pay an annual tax of $7.50
and a manufacturer selling such a
machlno would pay 30.
Senator Williams Introduced
amendments to tax all government
employes except tho president, su
preme court Justices and congressmen
' of 1 per cent of their salaries and
to eliminate the tax on casualty, dam
ago and accident Insurance. Another
amendment would tax retail liquor
dealers from 25 to $300 a year ac
cording to the volume of their busi
ness. Senator Thompson of Kansas pro
posed an amendment to Increase the
Internal revenuo tax on distilled 11
quros from f 1,10 a gallon to 11.25 on
llquorg in bond and hereafter produced.

of tho ton-mill levy fixed by tho oounty court was paid
tho state. It had to bo to make up tho'six millions of tax
payoi"s' nionoy spout by tho legislature.
Alany of those appropriations wore vetoed by Governor
"West and as promptly passed over his veto. The legis
lative machine never missed an opportunity to take a
slap at the governor, regardless of the merits of tho issue
involved.
In the previous legislative session, that of 1911. tho goy
oivnoi' vetoed some seventy-odd bills, saving several mil
lions of taxpayers' money. The vetoes wore returned after
the legislature had adjourned, hence wore effective. Last
year, in order to prevent similar economy, tho legislature
recessed until all vetoes had boon returned.
This legislative machine was championed by the Port
land Oregonian. Captained by lalarkoy in the senate and
AloArthur in the house, and directed by standpatters, the
public service corporations had easy sailing and land and
appropriation grabbers secured whatever they wanted.
The opposition of the governor alone prevented a still
greater raid on the public treasury.

has been constantly assailed, his law-enforcement efforts

sincere and honest efforts have been distorted. Abuse
without stint, has boon heaped upon Jiim. All this because
he did what he conceived to be his duty to the people.
The state institutions are managed by the board of con
trol, consisting of the governor, state treasurer and secre
tary of state. Since the present board took hold, there has
been an increase in work of l0 per cent. For the first
time, all state institutions tire being conducted on business
lines and within the appropriations provided. There are
no deficiencies to be met. The administration is excellent,
but it is in spite of and not because of the legislature.
The political machine that is responsible lor the leg
islature and high taxes is the same machine that is seek
ing the election of .James Withycombe as governor. The
Portland Oregonian and all the standpat, corporation con
trolled forces back of legislative extravagance are doing
their utmost to elect Air. Withcombe so that there will be
"harmony" between the legislature and the executive
so that there will be no vetoes to curb extravagance and
head off graft no business man to expose crookedness
only a smiling, affable old gentleman to nod approval to
his political sponsors.
The governor of Oregon should not belong to the same
political party as the legislative majority when that ma
jority is dominated by the .sinister motives, that it has been
ruled by in Oregon. The governor of Oregon should be a
man of nerve and backbone, a good fighter as well as a
good business man, to stand between the people and the
predatory interests. Dr. "Withycombe is none of these
things.
Ctod help the taxpayers of Oregon when they turn the
state completely over to the Portland Oregonian and it
gang of corporation cormorants, for there can be no sure'
wav to increase taxation than to vote for Vithvcombe!
