Wo are be ginning to see tho world nnd whnt life means in tho light of education nntl F. V. Medynski's Reply to Mr. Howard To the Editer: With your permission, I would like to answer Mr. Howard in as few words as possible. Mr. Howard's plea is "Sipiare Deal for Outsiders"; mv desire is for justice, with favor itism to no one. 1 haie been going over the city's, recorde and I fimi the people in the city of Medford were the ones llmt were suffering an injustice. To this end, I find that out of tho forty-five flat-rate water users outside the citv limits, thirty eight of them have only been paying S-LoO per qunrter for their water. Only very few of these thiity- eight hnve less than 100 feet square, and pome of them run into acreage. Thec people have had no restrictions ns to the quantity of water they i wed, could run night and day, open hoe or otherwise, while our citv res idents nrc limited in days and hours, also limited to nozzles, and still must pay the same amount per quarter of $4.50, nnd thnt for only one lot oOx 100 or less. Now, I want to say that this is only one small item that the city projerty-owncr mil, face. Kirslly Medford's gravity sys tem cost .?.'K50,000, which, with inter est nnd other expenditures, will amount to .f.VJ.'i.OOO by the end of ten years. Is the outsider held re sponsible for this debt J No, only those within the it's limits are held re.sNiiisible for this debt. More still, by the end of this ten years, the wood pipe now in u-e will have to be renewed. Who will hove to pav for this! Will .Mr. Outside Wnter-User put his ham in his (Kteket to renew itf Or will it still devolve on the taxpayer within the city's limits to go into his jeans and dig up a mil lion or so dollars to put in something thnt will he more neariv permanent. Mr. flown rd, vou are the hasty one, for vou assert that our meter rate,, when pumping from the creek, were 8 cents per 1000 gallons. Six years ago water users through meters w-n- paying 15 cents per 1000 gallons, ami todav many flat-rate uers in the city are paying over 25 cents per 1000 gnlloiis myself being one of these. Vou niso say, "When the north and cast parts of the city were all irri gating at once, the peoplo in the south nnd west parts of the city had ii lack of pressure, not because then was any lack of water rux-lv. bill because one water. main, from the reservoir would not supply last enough; so, when the rescrioir wns full and overflowing, "he -untie. Chamberl (From tho Newborn Knterprio) TJiuro havo .been, many speeches made In congress In relation to tho repeal of tho free tolU provision for. our coastwise commerco through tho l'li-uiiim canal. On May 22 Senator Chubiborlnln of Oregon made an ad dress on this subject which fills 20 pages of the Congrcs.ioiial llccord. Ho was frequently interrupted by other kenntora which shows thnt this speech was not mudo to an empty chamber and his prompt replies to questions, covering every phuo of tho contention, demon.'rnted (hut hu hud mude a thorough study of tho subject, in Illustration of tho aggressive spirit of Oreat llrltluu ho quoted from n uioshuku of I'rit-ldent 1'lerco calling tho uttoutloii of coniiress to Vloluttoiis by Hint country of treutles uiuilo Hlih tlio United Hfulcs In rof- oroucu to ('oiitiul America. Ho also quoted from n spooi'li mudo by Koiiu (or Hleplieu A. I)uiilu in Jti3 In we tlml thnt tho picture pleases us. Those who hmo had much exper ience say thnt we will chnnRo our views when we enter tho renlUy nml contests of life Itself thnt wo will lose our dreams ami how to the die tntes of stern necessity. To our high school wo gladly uckuowl edge our debt of gratitude and to our teachers we give our sincere thnnks. Now, on this, our last meeting, na an organised clnss, wo declnre the Joyousness of work well begun rnther than we regret nt parting, .fter nil, I the world, ns we hear said so often, is but n smnll plnco nnd, Indeed, It continually grows smaller, nnd we shnll meet often and sMak with one another, nnd shnll remember together this night when wo snld goodboye to our high school. farthest away could not get their supply." Now. Mr. Howard, our records show that at the time ou speak of the water receded in the re-eruiir seven feet. ou, being an hydnuiln engineer, let me ask vou. Whenever this occur, does it not prove iosi tively thai the outlet must he greater than Ihe inlet And, if wc should increase the outlet, would not the reservoir go dry, with the present supply nt the iutakef This is ihe chief reason we inaugurated the al ternate system of irrigation in the city, so we might have sufficient pressure nt nil times in case of fire, also to keep the icscrvoir full for nu auxiliary supply in nn emergency. As to the suburbanites, if ' they want street improvements, ewcr M'slcms, police protection and fire hydrants, they can hnvu them nil by paying for them, just the same as the citizens of Medford ore paying for theirs; they can have all of these luxuries identically with every per Fon in the city nnd nt the .same price, if they so desire, simply by asking that the city hoiiiidary he ex tended to include them. So far as the street railway is concerned, these same suburbanites would not have entertained the prop osition for one moment had it not been direct to their interest, hence they gave the right of way. The cit izens of Medford did their part by giving rigid of way on their streets, hoping to get an indirect benefit from same. I have said considerable pertain ing4 to inside and outside property owners. I also urn nn outside prop erty owner, having fourteen lots just below Mr. Putnam's home. I hope nt some time to be able to have the u-c of city water on them; when thnt time comes I will be glnd to have the privilege of paying the estab lished rate, without asking or ex pecting any favoritism be shown me. If unv of the outside wuter-use -s cnii prove to tho prcicnt city council that they have been or are being in any way unjustly treated, I know th'., council will be rcjuly mid willing to remedy any such injustice. Let me say right here, Mr. How ard, generosity is not alwuy justice, especially when you ask the city council to bo generous with something Hint -Iocs not belong to them. The city water belongs to taxpayers (if Medfoid, nnd their just rights conic fir. Yours for nu equitable nthuinUl ra tion. P. V. MKDV.VSKI. Tolh ain on connection with tho Cluytou-ilulwer treaty. On other, occasions Menator Cham berlain has addressed tho sonnto in the discussion of this question with such signal ability and force Hint ho buy proven himself ono of tlio lend ers in that brunch of the government when matters of vital Importance nro being considered. He is u honor to the stuto which set aside partisan politic uml scut him to tjio nation's cacpltol. That ho will be re-elected In November for another term of six yearn may bo rolled upon, If ho lives, with ns much certainty as Hint tho sun will continue to rlo at tho ap pointed hour.
