Utile Knonldlgc at Irer-nt Thin inve-'tiation is prompted by the fnel that there is at present vcr little knowledge a- to the umt ef fective nml economical method by which a county can develop it roads. At proent the methods of finimein local road improvements vary from calling on fanners for a eertain ntim her of daV labor in lien of a road tax, or the nt of county prisoners in mm! construction, to bond I--ties or maintenance of roads from dram- idmp license funds. The department will stndv all of these ytcini with the view to de tcrminitn; what syj-tem or combina tion of system works best in ne tunl practice. There is, moreover, at present no standard system of keeping accounts for road building and maintenance, and as n result, while some counties Know now to a penny the purpose for which money was spent, others have no definite check or reporting Hysletn. Anion? various counties with the same conditions etui for exca vation or other labor w anything but uniform, and many counties, becauc of the nbsence of definite knowledge, fail to use local and cheap materials and construct roads which are un necessarily cxiwnxivc for their pur pose, or which 'will wear out before the bond issues are redeemed. The investigation will include n careful study of the use of convict labor in road construction. Ktpcrt AlWro Available In connection with tho scientific study, tho department's highway en gineers will ndviso freely with local officials as to improvements, nud thus ive each county visited the advantage of direct co-operation, engineering Mipcrviiion hiiiI ussist ancc. These investigations it is believed, will yield important economic datn bearing csoecially on the bencfts mil burdens of road improvement and showing the extent to which finnmril outlay under given typical condiiions is jithiitiniile.
