During the civil war, confederate priv ateers destroyed much, the balance being transferred, for protection, to the flags of other nations that permitted free registration. In 1SIUJ congress passed a law barring from America and registration under the American flag, any American built ship licensed or authorized to sail under si foreign flag. This effectually disposed of what shipping the reb els had not destroyed. Tn 1S70 coasting ships were exempted from payment, of ''tonnage" taxes imposed upon all American ships en gaged in foreign trade for the use of improved ports und harbors, which taxes go to the upkeep of improvements costing millions. In 1S72 coasting ships were exempted from the require ment that all officers, mates, pilots and engineers of all American ship shall be American citizens. This is a ruinous burden to ships engaged in foreign trade, because of the increased cost of operation in competition with for eign ships. This act also compelled American ships sail ing to foreign ports to go before a federal commissioner and make a written contract with each man and on the return voyage to go to the same office to settle with each person employed. All the important items, especially machinery, used in ship construction for foreign trade must pav full dutv other nations admit ship mateVials free. But the ships built for foreign trade in America are forbidden from en gaging tor more than two months in anv year in the coast ing trade. As a result of these laws, no ships have been built for foreign trade in many veal's. Tho coast shipping trust has by legislation perfected its monopoly by effectually killing the American merchant marine. The remnants of the old merchant marine, left after the civil war, were permanently exiled. The build ing of new vessels has been rendered impossible by pro hibitive tariff upon materials. The operation of ships to foreign shores has been made unprofitable by unreason able ami discriminatory legislation. The coast shipping monopoly has had itself exempted from the operation of the laws that killed American ship ping. It is exempted from tonnage taxes, from employing American citizens, from unreasonable contract regula tions. It is protected absolutely from foreign competi tion. And now it is fighting for exemption of Panama canal tolls which are essential to make the canal, built by the people, self-sustaining and keep it from being a fur ther financial burden. It is monopoly that has ruined America's once great merchant marine and it is monopoly whose demand for special privilege at the canal is being fought by Presi dent Wilson, and it is this same insolent monopoly that hides itself behind the American flag and shrieks patriot ism when it seeks public favor.
