To tho "Editer: I notice in tho article in Mnil Trihiyie of tho -1th on the reduction in tho cement rates made from Portland by the railroad commUMon there re some mistakes. Tho Hivenido Portland Cement fotmuinv lias u nlnnl located at 1th wide. Cal., and is not intcre.t cd in the plant nt Oswego. Thoy linked for a reduction in rules to oflVct n reduction which was made n few months ajro by tho Southern Pacific from the cement mills in the vicinity of San Francisco to Miint in Koutiieru Orejjon. Tho Uiverido company has no all-rail rates into that territory, but their shipment nro inudo by water to Portland and then hy rail. .So far as I have been able to learn, no one in Portland nsked for this reduction, lint (is the di-tauco from Portland to southern Olefin is less than thu distance from tho mills near Sail Franci-co, mid the Southern Pacific company, nt l!io request of ti mill, reduc ed tho rate into southern Oregon, tho commission could ii.irdlv do oth erwise than f-runt the reduction fiom Portland, as the rate for a number of years have been the nme from both oiiits. This reduction doe not pat the southern California mills into south (iin Oregon ('U tho sumo ba.w as tho other California mills, us they have to pay tho charges to Portland mid then tho saiai) into from Portland as thu other California mills pay fiom their mills. It was icalh' a fifjlit between the different ins in Cali fornia mid of no special intcicst to us. Yours truly, HKAVEIt PORTLAND CKMBNT CO. Per J. 15. Iliirrh. president, Portland, Or., April A. S. Ivors, postmaster of Portland, who is using his official position as head of tho largest postoffieo in Ore gon to boss tho smaller postmasters and e rente a politionl machine. Mr. Myers was campaign malinger for Or. Harry Lane, and was rewarded by being made first Senator Lane's pri vate secretary, then postmaster of Portland. Jackson comity incurred the displeasure of both senator and post master because of tho heavy vote cast for .Jonathan Bourne, dr., at the senatorial election, a displeasure neither has taken the trouble to conceal. The confidential relations existing between Messrs. Lane and Myers give the latter a voice in the distribution of federal patronage, particularly the naming of postmas ters, and enable him thereby to create a federal brigade devoted to Lane's interests. Though only a few democrats have been appointed to office, these are already being called upon to carry out Mr. Myers' program for a Lane machine. Southern Oregon and Jackson county democrats have a candidate for national committeeman in the person of .Fudge V. IT. Canon, for many years an active democratic worker, long a member of the state central committee stud chairman of the county central committee. He gave Lane loyal support, but no amount of work could offset the gratitude Jackson county voters felt toward Bourne for the results accomplished at "Washington. But because of Jackson county's large Bourne vote and small Lane vote. Mr. Myers became active in trving to secure tin onnoncnt to Judge. Canon, and at length by personal solicitation in duced II. M. Psterly to enter the race. To further Esterly's cause, Postmaster Myers writes democratic postmasters, sending them Rstorfy petitions to circulate and instructing them to take charge of the campaign for Esterly. Petitions were sent tile demo cratic postmasters of Jackson county, and one of them, at least, is circulating them. Other petitions were sent ap plicants for postmastorships at Ashland and elsewhere, and they are circulating them. ' Mr. Esterly is an estimable person, but has never been active in politics, lie has not been a party worker and has taken no part in party organization or in campaign work. Put then, neither has Myers nor has Lane. Ms terly's success is probably desired in order to have his indorsement in the appointment of more Oregon nostmas- rcrs, including tne reappointment of Air. Myers. "VVhether the democrats of Portland will bo fair enough to give a candidate outside Portland a chance remains to be demonstrated. If they are, there is no question of Canon's success, despite the pernicious partisanship of the posfanasterat Portland. AS HEALTH OFFICER PORTLAND. Oro April S.
