"Whether this means all nations, including our own, or all other nations, is the question in controversy and the treaty can be read either way. It does not seem to be a very important contention, anyway, for if the exemption bill is repealed, its purpose, the encouragement of American shipping, can be served just as well bv a subsidy equal to a remission ot the tolls. The favoritism toward lamcncan owned coastwise shipping does not particularly benefit the American na tion. Such protection has built up the trusts. Monopoly always shows its patriotism by wrapping its sacred per son with the flag to secure immunity and special privilege. Few Americans are employed on these so-called Amer ican monopoly owned ships the crews are mostly of alien races, and frequently the officers from foreign lands.
