PAGE SIX MEDFOTCD MATTj TRIBUNE. MlWFOttD. ORKGONT, FU1PAV, JANUARY 0. !!)! SOUTHERN PACIFIC TOCHARGEGRAZING FEE IN FOREST LAND YUHKA, Jan. 9. Siskiyou county stockmen. In common with others Krnr.liiR stock In tho northern pnrt of tho state nro nstonumloil that hero nfter they will have to pay tho rail road company for tho privilege of rnimliiK their stock on the company' land. In most of tho national forests tho Tnllroml company owns tho alternate, sections. Stockmen have been paying tho government for the prlvlleRO of grazing on government land and then running their stock freo on tho rail road holdings. This day Is past, It now appears, and the railroad com pany Is going Into tho grazing busi ness on Its own account. In years past, for Illustration, tho government would give a stockman permission tor ranging ono hundred head of cattle on a certain portion of forest. Hatf that tract belonged to tho government and the other half to the railroad. White the government gave permission to range 100 head of stock, tho area of government land was ablo to care for only fifty head and the government charge was made for the fifty head. Yet stockmen could range 100 head, for they had free use of the alternate sections of the railroad land. In other words, the government collected range fees for only half tho cattlo that were ranged on tho forests. Tho fees wore small, and tho stockmen did not complain. Though stockmen mado complaint of tho forest reserve system at tho start, they have since learned to like It. Dut It Is different now that the railroad company is going 1 nto the grazing business on tho same system as tho government. Roughly esti mated, the present rates of tho gov ernment are from )6 to IS a section. Tho railroad rates aro from $16 to $25 a section, according to tho qual ity of tho range. And the railroad company is independent, too. If the stockmen don't want to pay the rates, thoy can keep their stock oft the railroad land. Other stock will be shipped in from the southern part of tho state during tho coming dry season. COLORADO SEEKS ESTABLISHMENT OF IPPING POST I DKNVi:it, Jan. 3. The whlpplnR post ought to be established In Colo rado, In the opinion of K. K. Will to head superintendent of the Stnto So ciety for Child and Animal Protec tion expressed today. He bcllocs such nu Institution would have n very salutary offect on certain classes cf criminals, who arc giving the courts much trouble. "Professional" wife beaters, fath ers and stepfathers who are In tho habit of whipping their children too socrely, quick tempered men who tnko their "spite" out on horses when armed with clubs, whips and sticks, and men who refuse to support their families are those whom Whitehead would punish with tho knout. "I would not punish them too se verely, but 1 would mnko the pun ishment fit the crime." he said. "Ten lashes. I think, would bo sufficient for the man who refuses to support his family, with the understanding that he was to get 30 more if ho didn't get to work. This would bring quick results from the non support list of men. The whip's use could easily be adjusted to fit the other crimes. I would have all whipping done In private."
