The government "joti!d con trol tho federal reserve banks, how ever, through a federal reserve board of soven members In which tho banks would have no representation. Tho board would bo composed of the secretary ot tho treasury, secre tary ot agriculture, and comptroller of currency as members cx-offlclo. Four other members would bo cho sen by tho president and confirmed by tho senate. Tho national bank note circulation would remain undisturbed and no proposal Is made in tho bill for retir ing approximately $700,000,000 two per cent bonds upon which that noto Inuo now rests.
