" ARKFIMNDUAf petition 1ms boon filed by IF. J. Park ison, erstwhile labor agitator, present ambulance chasing attorney, holding no building appropriations total ling $175,000 for the Statu University of Orogon. By means of forged and fraudulent petitions, Parkison suc ceeded in holding up tho university appropriations two years ago. Parkison proclaims himself tho friend of higher educa tion and gives as his reason for the action the follewing: "Tho object ot tho league In to stop nil expenditure for building lmpro omenta until tho voters paw on tho question of consolidating tho university and agricultural college. "Many citizens contend that tho university Is not properly located and that oomo cltlzous and legUlators of Kugono uso tholr Influence against good laws and In favor of tclous ones In order to recuro a big bunch of the taxpayers money. This evil is great and growing. The argument is false and specious. Tho university has been taken out of politics and out of the legislature by placing it on a imllage tax basis. Parkison's real reason is Ins failure several veal's ago to orowoeat mo employers of Kimono into a closed shop policy -and so he cripples the university to satisfy his grudge against tho city in keeping with Ins character. Parkison also announces that ho will enjoin tho special electiou provided for September by the legislature for referendum action, so as to hold up the appropriation for two years. "Why did not Parkison also enjoin tho O. A. O. appro priations, which are much larger until tho people voted on his consolidation scheme? "Vhy did lie not referend the O. A. C. two years ago, when he did tho university? The cost of the O. A. C. to tho taxpayers is much greater than the cost of the university. Its cost per student is far more. Even its inflated figures and statistics show an absurdly high cost for results secured. The friends of the university have pursued a live and let ivc policy. They have fought defensively instead of aggressively." As a result, three times has the referendum been invoked to cripple higher education. Having been smashed on both cheeks, they meekly hunted a third, and unless a vigorous fight is made, will see tho university slaughtered. There is onry one way to fight and that is to strike and strike hard. Back of the fight on the university stands the O. A. C. The O. A. C. appropriations should have been refcrended long ago and stopped this continued warfare on the tT. of 0. The truth about the 0. A. C. should have been published broadcast, its political activities exposed, its padded statistics deflated and the people informed as to how littlcu agricultural education is so expensively dis siniinated. To continually invoke the referendum to gratify per sonal spito is a gross abuse of tho people's laws. To re peatedly cripple higher educational efforts is to bring the Oregon system into disrepute and to discredit it. The Principles of Money By B. I.. McCluro. By combining tbo num bers ot the accounts or departments Into one number to show theso de tails, tho number can bo used to des ignate tho entry for all records and make a plainor and better record at the minimum of time and labor, than to copy the names overy time tho amount is entered on tho records. The adding machine can bo utilized to muko all tho bookkeeping entries and multiply clerical efficiency many fold. Abolishing oxchango and giving depositors absoluto security from loss by bank falluro will Increase tho uso of checks as substitutes for money and reduco tbo amount of actual money below the present monoy per capita. Tbo transition from corporate and privato banks to government banks of deposit and exchange, will bo tho most stupendous evolution that ever occurred In tbo history ot tho world. It will release tho people from tho most unjust and gigantic tax of all subtle exactions ot special privilege.
