"I went to ice District Attor ney Fredericks and tell him so, but he was not in his office. I saw Dar- row in Judge Dordwell's court room, where tho McNamaras -wero tried, about ten o'clock. We remained there until 11:30 o'clock, when wo went to Darrow's private office. There Darrow told me that Franklin has been arested, and charged with Jury bribing. I had learned this previously in the day. Later I went to Mr. Frederick's office and we re sumed negotiation." Carl F. DAM PROVES OBJECT LACKING HORSE PLAY T11E legislative session should liirve ended Friday, Feb ruary 21, whon the constitutional time limit expired. At this time 85 bills of the DUO introduced had been passed and stirnod or filed bv the irovonioi. and 05 bills passed by both houses but not yet reached the governor. None of the large appropriation bills, including the one carrying legislative expenses, had reached the governor, though the iirai iiiiruiiuccu oi me srssiuu. iuii' uiua ui mu im i session had been passed over the governor's veto. No legislature in the history of Oregon ever made such a poor showing. No legislature has wasted so much time playing peanut polities and considering inconsequen tial bills at the expense of needed legislation. It at tempted to legislate us to death and smothered itseh! in legislation. There is no authority for the legislature remaining in session now. This is recognized by the fact that the pay of the members has ceased. The legislature has extended its own time simply to "put the governor in the hole" by acting upon expected executive vetoes and the governor's disappearance for a couple of days' needed rest, which was within his province, after awaiting the action of the legis lature for forty days, has caused more horse play. The president 6f the senate played the part of a burg lar and broke into the executive's private office, leaving the bills on the governor's desk, under the pretense that the governor had received the bills, and that if not acted upon within five days, they should be declared laws. Three men were stationed to watch the bills in eight hour shifts more horse play. There is no evidcucc that'the governor plans any whole sale veto program and no evidence but that the vetoes that will be forthcoming will not be merited. Only nine of the seventy-two vetoes of two years ago were over ridden, and it would have been far better for the state if these vetoes had been sustjuued. But one veto has greeted the eighty-tive bills received and it was sustained. But concealed in some of the appropriation and other bills and tins is the cause of the machines anxiety over pros pective vetoes. There, have been no vetoes as yet, and propably will bo none that are not in the public interest. SENATOR SMITH'S STATESMANSHIP WHAT kind of statesmanship is that being exhibited by Senator J. C. Smith of Josephine county? Senator Smith confesses to having voted for every ap propriation bill, good bad or indifferent, in the expectation that he would thus purchase enough votes to open the ftogue river in Josephine county for an extended fishing season. He votes away millions of the people's money to benefit a few commercial fishermen. Not content with this display of legislative ability, Senator Smith sends word to the Jackson county delega tion that if the house refused to concur in his amendments to the fishing bill, he would defeat the Mcdford armory bill in tho senate a venal threat which the delegation very properly ignored. In his anxiety to benefit these professional fish hogs, Senator Smith even wrote an insulting letter to the gover nor, trying to force him td say in advance what he will do upon the measure. Here wc have an instance of the weighty deliberation and careful consideration given measures by the wise men at Salem, who spend their days trying "to put the governor in the hole" and their nights wire-pulling, log-rolling and swapping votes we catch a glimpse of constructive legis lation as it is. THE SWAMP IN order to ascertain the truth regarding the Thompson swamp land bills passed over the governor's veto by the legislature, the Mail Tribune wrote to one of tho leading citizens of southeastern Oregon and received the follow ing reply: "At first I was of the opinion that the governor was wrong, but after consulting with a great many people and examining into the question, am of the opinion that the governor is right in his stand. "Senator Thompson's bills will make it possible for a group of capitalists to reclaim these lands and pocket the profits, as they will be in a position to be the only ones who can reclaim them, as they nave filed or will file on all the water rights necessary to tie it up. "The trouble with the Thompson bills are that there is some good in them if they were drawn in the interest of the whole people, but they are drawn in the interest of a tew capitalists." Governor West vetoed passed them over the veto. The governor had another bill intrbduced repealing them. It was slaughtered. Have the people anything to fear from the governor's vetoes? No, but the legislators who have put measures through like this for clients, have therefore they remain in session. WASHINGTON" FAVORS INTERSTATE BRIDGE OLYMPIA, Wash., Feb. 25.
