Our present laws regulating tho

such other restrictions as tho council

should bo rigidly enforced, and If
found Inadequate, or Insufficient,
should bo amended.
Our water rates should bo revised
so that tho cost of malntenanco, and
tho nucessary contributions to tho
linking fund may bo equitably dis
tributed among tho cousumors, but
no surplus should bo accumulated at
tho oxponso of tho rato payer.
The work of tho finance commit
teo and of the other principal com
mittees of tho council should bo
opon to suggestion and subject to
criticism, and tho criticism, sugges
