Hunt of Arizona, who is following in the footsteps of Governor West of this state. Among other tilings Mr. Hunt says: ' , , In Arizona we have a steel anil concrete struetuYe which we have been in the habit of showing visitors with n 'flourish of the hand. We have felt a warm glow of state pride in it. It is one of our most modern institut ions. It is tho break-prool prison and it cost a hundred thousand dollars. People come to see that fortress today because of iis ability to keep prisoners in. A hundred years from now they will come to mavvei and shudder as we do when we see dark cells beneath donjon keeps and the horrible machines of torture of the Inquisition. Thev will wonder at the inhuman Way men treated their brothers in this barbarous age. They Avill also smile at our conceit. For we pose as an enlightened people, and yet we are still shutting away nuninn souis to rot. We take weak men, condemn their bodies to degeneracy, break their spirit with iron bars, and, when their souls are black and cankered, we turn them out again upon the world. It is hard to say whether it is more terrible or more absurd. Prison reform has sprung up like a mining fevor and fe. nas caught the attention ot a people who are quick to think and act. Something is happening among us that has never happened in the world's history before. In several I A RAILROAD OF THEIR OWN i (Salem Statesman.) Some of the prominent business men of Medford and vicinity propose to have "railroad connection with tho Pacific coast. They say they are tired ot promises by railroad compa nies and outsiders, who have been huilding such a transportation line one paper for some time past. A company has been incorporated and operations towards the building ot the road will be commenced before long. r There Is a great amount 6f tin developed land between Medford and the sea lino and the mineral and timber resources aro almost unlim ited. A. railroad would bring that coHBtry- "out ot tho woods" and cause It' to be "inhabited with pros perous farmers and numerous manu facturing industries would also be one of the beneficent results. The railroad will extend from Med ford down the Applegate. touching at'Kerhy and "Waldo through Smith River to Crescent City. Such a road will be of incalculable Went to Medford and the Rogue River, valley. It will open up a vir gin mineral aad timber region, will tap the fertile but undeveloped Ap plegate valley, and will bring a great reduction in freight rates. We have made, a direct appeal to the better nature in men, and we have shown that to be the easiest thing m the world to do, if you go at it rightly. The touchstone we have found to be honor. In Arizona we have reached the point now where Ave arc developing a new conscience in our treatment of the criminal. We arc trying io arrive at a general plan that will deprive the prisoner of nothing but the power to do harm and will surround him with influences that will make a "better man of him. Already, in return for services to the state, we credit men with two days of time for each day of uik. in utumion, a. uencve inev suouia receive soma small wage so they can leave prison with enough money for a fresh start. It may even be possible to have them support their families while in prison. Work on prison farms, building bridges and high ways, the learning of trades, even a regular system of edu cation can all be made to take the place of the pestilential immorality common to all prisons of the old type. Neither in Arizona, nor anywhere else, is there the shadow of an excuse for the continuation of the old prison ideas! All the gatling guns ever cast will not remodel the unruly or subjugate the man with, a wrong perspective of life. For all our false philosophy and despite all our penny-wisdom; it is not to be doubted that all men have moments of sublime thoughts, and love the vision of a noble, happier existence. We have proved it in the peni tentiaries in the -west. Valjcan, who is here sur veying a right-of-way through the valley. Tho proposed lino is to ex tend from Port Orford through Uan don, the Coquille valley, Grants Pass and tho Rogue river valley and con nect with the Pacific & Eastern near Medford. The excellent harbors at Port Orford and at Bandon will bo the two shipping ports, and will thus rcceivo the produco directly from tho interior. "Tho project was first mado to tho citizens ot Coquille a few weeks ago by H. E. Lee, a railroad promoter, who asked a right-of-way from Fish trap to Lampa Creek, a distance of 1G miles, through tho valley, and a bonus of $25,000 for his company. A committee of local business men, George E. Peoples, R. S. Knowlton, J. A. Lamb and George Moulton, are at work examining tho possibility of securing tho right-of-way, and they report very good prospects. "The engineer, E, Vnljean, survey ing through this section, recently moved hs temporary headquarters from this city to RIvorton, from which point ho will conduct tho re maining survey through the valley. Besides tho oxpenso of tho survey, the company Is reported to have se cured terminal grounds at Port Or ford and Bandon." B. Rich, held jn Klamath Falls on a charge of bigamy preferred by tho woman who supposed sho was his lawful wife, will be returned to Grants Pass to stand trial for tho alleged felony. Mrs. Ella Smith, sister of Miss Jes sie Layton, who was married to Rich at -Grants Pass last February, has made complaint in tho court ot Jus tice of the Peace Holman, charging Rich with the crime ot polygamy, and a warrant has been issued for the nrrest of h Klamath man. The complaint charges that "Rich, whilo having a former wife living, and still the lawful wife of the said L. B. Rich, did, on the 14th day. of Febru ary, 1912, In Josephine county, Ore gon, unlawfully and feloniously mar ry Jessie Layton." Constable Handle passed through Medford today for Klamath Falls, where ho will take Rich into his cus tody, and will arrive hero with him Wednesday evening. The Klamath officers have signified their willing ness to relinquish tho prisoner to tho Josophlno authprlties.
