On tho occasion of tho annual con ventlon of tho Maryland Federation pf Women's Clubs, a host of women visitors Invaded Baltimore today' and will remain In possession of the city until Saturday. An elaborate pro gram combining business nnd enter tnlnment has been prepared for the gathering. FRAUD AGAIN TRIUMPHS. The uninij iani technicality is ponderously considered while tho real merits of the proceeding are untouched, and fraud and Jorgory permit tod to triumph. The proceedings were brought to prevent the fraudu lent referendum petitions against the state university from appearing upon the ballot. In tho circuit, court trial the petitions wore shown to have been fraudulently circu lated and adorned with forged signatures, tho result of potty spile on tho part of Cottage Grove against hugene for blocking tho creation of the' proposed now county of Nosmilh. The court does not enter far as fraud, with relation to the petitions, is concerned, but contents itself with dejiliny entirelv with the oueslion of whether, under tho law, injunction proceedings against the secretary ot state to restrain him from plaeimr the title of the bills on the bal lot. It holds that in injunction proceedings tho plaintiff must show that ho is injured, and that in the case at bar it cannot be shown that he is injured in any property or civil right by the contemplated action of the secretary of state, and that neither will his political right to vote on the ques tion when the election is held be infringed upon. The decision moans that the title of the two bills will be placed on the ballot at the next general election, and that the people will be given an opportunity of saying whether they will approve or reject them. It means that the lnoss backs will be given another opportunity to oppose progress, anil that the battle for higher education must be fought all over again. The decision cripples for another year the leading state educational institution and retards the progress of Oregon. CANDIDATE FOR SENATOR. THE democratic primary vote for United States sen ator indicated the wide popularity of the nominee, Dr. Harry Lane, who late m the day, upon solicitation ot friends, consented to let his name go upon the ballot. Al though he made no campaign than that of his two competitors combined. Dr. Lane is a grandson of General .Joseph Lane, first territorial governor and first United States senator from Oregon. General Lane won laurels in the Mexican war and was appointed by President Polk to organize the ter ritory of Oregon. lie arrived at Oregon City, where the provisional government was located on March 3, 1S49, and at once proclaimed the territorial government, thus achieving on the last day o Polk's term, his ambition of making Oregon a part of the General Lane suppressed the Indian outbreaks in the Uoguc river valley and elsewhere in Oregon, and it was largely through his efforts that Oregon was admitted as a state in 1859, when he was elected its first senator. Lane county is named in his honor. Dr. Ham- Lane is not a politician, but a practicing physician, lie was appointed superintendent of the state insane asylum by Governor Chamberlain and reorganized that institution, refusing reappointment. Later he was twice elected by republican votes as mayor of Portland, defeating the late George IT. Williams in one campaign. He declined to be a candidate for renomination at the expiration of his term in 1909 and resumed the practice of medicine. Dr.' Lane has a pleasant personality, makes a good speech and is a pronounced progressive. His honesty and ability are unquestioned and he will be a most formidable candidate for the senatorship, because of his superior i'it ness for the place over his opponent. CREW EJECTED OWNER.
