A Learned Suggestion Dear J. & J. Portland wished to curb tho soapbox orators. Now my Idea is to enjoin grocers from selling, giving, or allowing to go out of their possession any and all empty soap boxes. Does tho Idea appeal? Prof. I. N. Sane. WHAT kind oT n biur is il thai iiidtu'os the impos sible, incapable, unfit and misfit to run for office f The direct primary, in its initial stages at any rate, seems productive of bringing out many candidates who have no other qualification than an o'erleaping egotism. an exaggerated head and an abnormal enlargement of gall glands. Mental weaklings grotesquely imagine themselves lejtd eis of men and pigmies see themselvcsH'eftccted as super men in the mirrors of their imagination. ' . -4 The unknown do little or nothing feels "himself inspired to leap from nowhere into M,ie spotlight and .for a few fleeting minutes he struts and poses till an unkind fate kicks iiim back into the impenetrable obscurity from whence he came. Under the old caucus and boss system, these aspira tions from oblivion were usually squelched stillborn, un less circumstances justified their use as tools of corrup tion. Under the new order, there is nothing to prevent any human jackass from running for anything in the pub lic service, from coroner to United States senator and von will find them braving !Most of these ferocious feathers pulled in the primary election but some manage to slip into office, just as some got in under the old regime. Power is a new thing to the people. Only recently have they been permitted a voice in the naming of candidates. The candidates were named for them and they were per mitted to vote for a choice between those selected by the bosses. Kept divided by party labels, the people voted blindly according to label regardless of the- individual or his principles and really it made little difference for the candidates of both parties were usually selected by the samft boss. Everything possible has been done by the old leadei's to undermine and discredit the new system. Those better fitted for office have-been influenced or scared out of par ticipation. The old guard has repeatedly worked for the unfit in order to undermine the system ami secure by reaction a return to power. However, these things will adjust themselves in the course of a few veal's. A better type of citizenship will be developed and as the judgment of the majority is nearer right than the judgment of a few self-interested, a better type of candidate will be evolved. 2fcv conditions develop new leaders. As the pooplo stud)' government by participation in it, as they learn judgment by experience, it will be far harder for the inflated human gall stone to secure public office by fool ing them and it will be impossible for corruption to place willing tools in the seats of the mighty. SPRING EAST AND HERE. AST. LOUTS newspaper of March 21 contains an ac count of the coming of spring in the middle west and eastern states that makes one glad that he lives in the Rogue River valley, where spring is on to her job and long ago ceased to linger in the lap of winter. Thus is the advent of spring in the Mississippi valley heralded: "This is the first dav of spring. The sun entered Aries last night at G:29 o'clock. "A blinding storm of snow and sleet marked the change in the North Central states yesterday and last night. Disaster was heaped upon transportation facilities and communication service. "Half a hundred cities were shut off from communi cation with the rest of the world when miles of telegraph and telephone poles were blown down or wires were cov ered with ice until broken. It appears that March, com ing in like a lion, will go out the same way. "Steam and electric railroads, urban and interurban, were brought to a standstill in the territory affected by the storm. In several instances trains were snowbound. Snow again is falling tonight and ovevy effort will be made to prevent another blockade. The indications, however, are for a heavy all-night snow." In the Rogue River valley the hills are green with the soft verdure of spring. Wikl flowers spill their fragile fragrance, carpeting the earth in many colors. The rank perfume of the blossom ladened orchard is wafted by gentle winds. "Whistle of meadow larks and melody of robins usher in the jocund day as the sun showers the hills with gold. Luck ily Mr. O'Brien with his wife and child were not in the Iioiikd when the nccidunt occurred. Otherwise it is almost certain that the accident would have resulted in a tragedy.
