FECIAL TRAIN FOR EXCURSION Medford Folk Who Are to Visit the Southland Next Month Will Go In a Special Train From This City. Tho Medford cxcurs'onlBts to Los An'selcs who will leave next week for California on tho regular mid-winter excursion, will lcavo Medford on a special train, now that a sufficient number havo signed for tho trip. The train will bo made up of stand ard sleepers, a diner, baggage car and an observation car. Tho train vas arranged for by John M. Scott, who onco again mado good his prom ise to givo Medford tho best In serv ice on tho Southern Pacific. Medford Is tho only city of its sizo in tho northwest over so honored. PORTLAND WOULD GIVE IDLE WORKMEN JOB PORTLAND, Ore., Dec. 22. The ways and means committee of the city council today conferred with Mayor Rushlight in an endeavor to dovlso means of furnishing work for the hundreds of Idlo men hero during tho winter. REPOKTS mado by tho county engineer's office show $207,86.1 spent in 1911 up to December 1 upon roads and highways by Jackson county. As $10,000 of this amount was raised by public subscription for the Orator Lake highway, the actual expenditures of the count v were $1.97,861. Of this amount $67,388 was spent under Engineer Harmon in highway construction. The six now, bridges built during the year cost $40,b07. For new road building machinery, $32,582 was spent. The supervisors of the twelve county districts spent in addition $57,282, mostly temporary repair work that will have to be done over again next year. Jackson county has the host road building equipment oi any county in the state, and is building macadam roads at a lower cost than any county. The Ashland road, 16 feet wide. 14 inches of crushed rock,, cost $3995 per mile, me ruciv ueiug moved an average nam ol one mile at a cost per cubic yard of rock in place, $1.28. The Ross Lane road. 12 feet wide, 10 inches of crushed rock, cost $3223 per mile, with an average length of haul of 5.1 miles, at a cost per cubic yard of rock in place, $1.56. The Desert road, 12 feet wide, 10 inches of rock, cost $5226 per mile, the average haul being 1.5 miles, the cost per cubic yard of rock in place being 2.97. The high cost of this road was due to the poor quarry, the rock being in uouiders. The Prospect road, not surfaced, cost $1341 per mile, the Derb road $2267 per mile and the Reese creek road $142.9 per mile. The upper Rogue river bridge at the mouth of Big Butte cost $8285. The lower bridge at the Dodge place cost $12,185. The Big Butte bridge cost $3182, the Ioots creek bridge $1225, the Central Point bridjre. rebuilt. $4-198 and the Gold Hill bridge $11,232. lhe county supervisors spent as follews: Geo James, district 1, $4722; S. G. Van Dvke, district 2, $6713; A. Throckmorton, third district, $275S; II. L. Gregorv, fourth district, $S963: O. Carter, district 5, $6628; Thos.'Stanlcv, district 6, $2101; Ed Higginbotham, district 7, $3251; D. W. Sturgis, district 8, $2394; G.Lvmnii, district 9, $2608; W. P. Garrett (special tax), district 10, $7614; J. AY. Hayiies, district 11, $6194; Jim Fredcnberg, district 12, $3330. Each supervisor spends his allowance as he sees fit, resulting m many styles of roads. Here would seem to be a chance of reform. All work might be done under the engineer's jurisdiction. The supervisors, instead of being so many road builders working independently, might with advantage be under central authority and work along well defined and systematic lines. In the year of 1910, the sum of $71,286 was spent in new road construction, or a larger amount than was spent in the same class of work this year. Owing to the meth ods' prevailing at that time, it is difficult to secure accur ate data regarding cost of road building prior to the present year. The general result of the year's work is creditable to tho county court and to Engineer Harmon. Crushed rock has been moved at a minimum cost. Six miles of perma nent macadamized highway has been constructed; twenty two miles of unsurfaced road, besides that constructed by the supervisors. Three new steel bridges span the Rogue and one the Big Butte. New sections have been made accessible and nearly every section benefited thereby. EMJ fC 'With. wr A SIGH, of relief from all over the state follows the decision of Judge Galloway in making permanent the injunction enjoining the secretary of state from filing the referendum petitions against the state university appro priation. The bulk of the signatures were fraudulent and the court held that the whole procedure was so tainted with fraud that no court in equity could attempt to sift the true from the false. Facts brought out during the hearing show that the referendum had its origin in spite entertained by Cottage Grove citizens against the city of Eugene for opposing the proposed creation of Nesmith county. Had the referendum come to a, vote it would undoubt edly have met defeat in the state, as the previous referen dum did some years ago, for despite the mossback opposi tion to higher education, voiced by that cultured tory, the Oregonian, the progressive people of Oregon arc in the majority. But it would have entailed hard work and se riously embarrassed the university. Oregon can afford to support its university liberally and so build up a great institution that the state will be proud of. Invoking the referendum for spite by fraud is a rank abuse of privilege.
