SECTION ID of article XL of tho state constitution or Oregon, as amended last November by the people, reads as follows: ".Nfo county shall create any debts or liabilities which shall singly or in tho aggregate exceed the. sum ot five thousand dollars, except to suppress insurrection or repel invasion, or to build permanent roads within tno county, but debts Tor permanent roads shall he incurred only on approval ol a majority ol those voting on tho question." It is evident then that if .Jackson county is to continue its good roads construction beyond tho levy provisions, that, the county court must call a special election and sub mit the question to the people. J f a majority ot! those vot ing sanction the indebtedness, the county court can pro ceed with the construction. Nothing is said in the constitution as to what form this indebtedness should take, it will have to be in one of two forms bonds or warrants. Lawyers disagree as to power of .the county, without a legislative act, to make a bond issue. There is. however, no question as to the power of issuing warrants, and as the legality of these warrants cannot be questioned, having been issued in conformance to the will of the majority under the constitutional pro vision, they will find a ready sale at par. Later, when the technicalities of the law have been completed, the war rants can be redeemed with a bond issue, if desired. It is difficult for the layman to understand why the county cannot issue road bonds. Good roads advocates supposed that they had solved the problem when they amended the constitution. I3ut it seems they only started the work. Cheap peanut politics prevented the legislature from enacting the desired legislation. Bills passed in the closing horn's of the session were so conflicting that good roads advocates requested the governor's veto. It is not as yet known whether the governor will call jt special session of the legislature to pass road laws. Nor is it known how general will be the demand that he call such a session. The progressive sections will ask it, the mossbaek regions oppose it. In all probability the number of petitions received will influence the governor. In case the special session is called, nothing toward road work can be accomplished this year, as by the time the session is over the working season will have gone by. But Jackson county can continue its road program with out waiting for needed legislation and secure miles of roads before winter by calling a special election of its own and authorizing the issuance of warrants and this should be done at' once. RICHMOND, Va., 20. Declaring she wanted no bail and was willing to remain in jail until she has beeu freed of all suspicion iu connection with the murder of Henry C. L. Beat tie's wife, Beulah Binford today toid the story of her life. "I never knew better," she said. "When a child ray mother was too busy to care for me or to reveal the things a young girl should know. When I went wrong, everyone was against me. When I tried to be straight someone would discover me and what I had been and would give me another push down bill. I wus ready to die for Harry, but I was thinking of his fatbpr and his baby when I said that. Harry had' them and a future to live for. I hud noth ing and nothing in sight." The girl denied that Beattie, tired of his society wife, wanted her killed in order that ho might bo free to marry his childhood sweetheart. "Harry is a good follow, but he knew tho kind of a girl I was. J could nt expect him to marry me, and never did,'" she said. The girl celebrated her 17th birth day yesterday in her cell with a din ner, afterward reading "St. Elmo."
